Scope of Work and Deliverables

The FAO will work under the direct supervision of the Project Manager (PM) and will be assigned to do the following tasks:

Financial Management:

Accurate and complete record of financial transactions in financial management software
Make payments and ensure compliance with NIC and GF rules and regulations
Prepare and keep records of bills and vouchers, and process for payments
Prepare and maintain account books
Prepare weekly, monthly & quarterly statement of budget release, expenditure and balance
Manage financial reporting on a regular basis in coordination with the NIC project team
Prepare and present all books of accounts, records, bill vouchers etc for the internal and external audit and inspection from the competent authority including GF
Follow up on the activities and monitor advance balances of resource disbursed, verify availability of funds for project activities and recommend for changes in budget line if needed
Manage annual audit exercise, prepare audit follow-up action plans, and ensure that the action plan is implemented
Liaise with the Governance Facility for staff salary payments and providing monthly timesheets.

Administration:

Maintain staff attendance and leave records
ead and ensure procurement of office supplies and services
Ensure office equipment and supplies are available to staff members
Maintain inventory of supplies and essentials
Maintain rosters of the resources persons and consultants
Ensure regular maintenance of office equipments, vehicles and internet service
Manage contracting of suppliers and service providers
Oversee the work of support staff and report to the Project Manager
Carry out any other related responsibility assigned by the programme manager and support other activities as required by the programme management.

Required Competencies

Completion of bachelor’s degree in or equivalent degree in business administration, or business studies or management with specialisation in finance or accounting
At least 3 years’ experience of working in finance, administration and/or procurement in a relevant field in NGOs or INGOs or government organisations
Sound knowledge of accounting procedures and principles
Excellent skills of operating Microsoft word and excel spreadsheet
Experience of using financial management software “True Books “ preferred
A positive problem-solving approach
Good interpersonal and team-working skills
A willingness to promote the work of NIC and develop collaborative work with others
A commitment to learn and be open for new ideas and approaches
Knowledge of accounting and finance procedures and regulations of the Government of Nepal and donor assisted projects is desirable
