Job Outline

The Finance and Admin Officer (FAO) assists the Finance & Accounts Controller (FAC) to maintain LRBSU accounts in a proper manner at all times, in accordance with the LRBSU Administration Rules and Regulations. 

Qualifications and Experience

The FAO shall have at least a Bachelor’s Degree in Business studies or in a relevant subject in Finance, with 5 years’ experience or Master’s Degree with minimum 3 years’ experience. Preferable work experience with INGOs/Development sector with good spoken and written English and Nepali. 

Main tasks & responsibilities

  • The main tasks of FAO are Preparation of vouchers and other financial reports and Maintaining LRBSU accounts up to date and accurately, in a transparent manner, strictly adhering to the LRBSU Operation Manual as stated below, but not limited to;
  • Assist the Finance and Accounts Controller in regular financial works.
  • Manage Petty cash including timely payment, with the approval of the FAC. 
  • Verify the bills of suppliers and petty cash claims.
  • Support for the adequacy of internal control to ensure the provision of accurate and timely financial information, protection of assets and adherence to policies, systems and procedures and the smooth and orderly implementation of plans and activities.
  • Preparing cheques as per the claims of the clients/suppliers, with settlement of advances if any and approval from TL and FAC.
  • Making timely payments to clients/suppliers/vendors after deduction of TDS, retention, liquidity damage if any as per the contract arrangement.
  • Maintain ETDS records in a regular basis and obtain verification from Inland Revenue office in a timely manner.
  • Assist Office staff to open salary accounts and retirement fund account with designated offfcial Banks/ institutions.
  • Monitor and Review of all financial bills/vouchers of suppliers and of petty cash claim /advance settlement claim from province offices. 
  • Assist in travel claim reimbursements and settlements of LRBSU as well as PRBSU staff
  • Assist FAC in the preparation of financial statement in a timely manner 
  • Manage Income tax and VAT, including reclaiming VAT on a regular basis
  • Manage Cash and Cheque deposits to the bank, collection of bank statements and advices on a monthly basis, or as and when required.
  • Assist the Finance and Accounts Controller in Fund transfer related works.
  • Assure the Timely payment and record keeping of phone bills (both landlines and mobile), electricity and water bills on a monthly basis. 
  • Updating the filing of the Finance Department.
  • Adhere to official security advice, as received and distributed by office. 
  • Manage Cash and bank balances reconciliation with the records maintained.
  • Provide finance related documents/information to auditors during the audit and assist reporting Finance and Account Controller in preparation of audit response
  • Assist in preparation and following up on internal and external audit procedures
  • Prepare tax payment certificates, salary certificates, PF Loan letter to office staff
  • Carry out all other assignments as directed by FAC
