CDM-Nepal is a leading non-governmental development and humanitarian organization of Province 5 of Nepal. Established in 2000 in Butwal, CDM-Nepal has worked in DRM, CCA, WASH, livelihood and GBV. CDM’s programmes have historically been targeted at underprivileged women and children. CDM-Nepal’s origin can be traced back to 1993, the year Rupandehi district experienced one of the devastating floods in its history. Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. 

CDM is implementing the "Promoting Resilience of Poor and Vulnerable Communities of Lumbini Province of Nepal (PRVC)" and "Resilient Livelihood of Vulnerable Farmers in Rupandehi District of Nepal (ReLi)" projects in the Lumbini Sanskritik municipality and Sammarimai Rural municipality, with the assistance of Islamic Relief Nepal. The goal of these initiatives is to enhance the well-being, food security and resilience among poor and vulnerable households, which are affected by climate change impacts.

Job Description

Reports to: Project Coordinator/Executive Director
Project: PRVC and ReLi Project
Workstation: CDM Nepal, Rupandehi

Job Purpose 

The Finance & Admin Officer will be responsible for overseeing project financial accounting and general office services for a high-quality, results-oriented project. S/he will be responsible for maintaining the project’s financial integrity, preparing all financial reports efficiently and following generally accepted accounting principles, local government regulations, CDM Nepal policies and procedures, and donor requirements throughout the life of the project. S/he will also be responsible for overseeing, the procurement and human resource management aspects of the project staff.  

Key Responsibilities 

 Financial Management 

  • Responsible for day-to-day financial administration (review payment documents, vouchers, checks on accurate booking of expenditure following project budget line) and ensure that expenses are reasonable, allowable and allocable to the project
  • Ensure that appropriate finance systems are maintained, and all procedures and controls are implemented. 
  • Review payment vouchers to ensure all compliance, with local and national legal requirements relating to TDS with its proper supporting documents. 
  • Ensure proper and timely maintenance of books of account and effective internal control system practising in places. 
  • Prepare financial report as prescribed format and submit to management and IRN Nepal on regular basis.
  • Prepare monthly/periodic budget versus actual report and submit to program team for reason for the variance
  • Support to Project Coordinator for periodic budget monitoring and budget revision.
  • Systematic numbering and filing of all the vouchers with their proper and organized supporting documents.
  • Deal with the bank as necessary, including monitoring the balances in the bank; checking the Bank Balance every day. 
  • Monitor advances/outstanding (taken by staff, consultants and vendors) and do necessary follow-up on time for the settlement.
  • Support to conduct the internal and external audit action plan and facilitate the team of internal and external auditors for auditing, draft management response on the recommendation addressing the issues. 
  • Ensure timely tax deduction with proper TDS rates where applicable. 
  • Prepare monthly and yearly cash and bank reconciliation.
  • Carry Field visits and cross check market rates against whenever if required.

Administration

  • Ensure all payments are made according to organizational policies, local law and contractual agreement with IRN.  
  • Prepare procurement plan for goods and services required under the project in consultation with MEAL officer and  Project Coordinator
  • Provide logistics support to organize workshops, seminars and training at RM and district level.
  • Support in the procurement of goods, services and works, and ensure laid procurement standards/standard are followed in project procurement. 
  • Support on hiring new staff, and ensure recruitments take place on time following the standard recruitment process of the organization.
  • Ensure that all employment contract files are updated in line with the local labour law and organization’s policy and support the timely issuing of offer letters and contracts.
  • Maintain updated Fixed and Non-Fixed Assets inventory records and ensure timely reconciliation.\

Child protection and safeguarding

  • Ensure that the procurement process has fully followed the child protection and safeguarding policies while selecting the vendors.
  • Ensure that while making the contract the service providers have signed and committed to following the child protection and safeguarding policy.
