Job Description:

Field  officer will be based in project area i.e. near to brick industries. Field Officer  will work with a certain number of wards/ brick industries  Child protection committees, labour office employer of brick industry, worker, children, local government representative, police and  teacher to achieve project objective to protect children from exploitative and hazardous work in brick industry. With support from Project Manager , Field  Officer will work with the above stakeholders to build their capacity on strengthening child protection system building confidence of children through life skills and creating protective environment at brick industry. Key duties includes; working with employer to comply OSH guideline in brick industries pertinent to child protection as well as work safety, Building capacity of local child protection committees, Building capacity of children through life skills, vocational training to adolescents, Organize/facilitate Local child protection life skills group meeting; Produce monthly progress report. S/he will be also responsible to guide and mobilize worker in brick industry to do decent work, child protection committees member  to  ensure effective implementation and documentation  project interventions  in assign area. 

Reports to:  Project Manager

Major Responsibilities:

  • Capacity to dealing with employer to deliver project interventions in brick industry
  • Facilitate in the participation of 
  • Support providing local information as required to the Project Manager and MEAL Officer to update database  of project interventions
  • Support and coordinate to conduct baseline survey, midterm review, end line survey, monitoring visit in field level
  • Facilitate to conduct project activities in brick industries in coordination with labour office, child protection committee, local government in support of Program Manager
  • Support municipal/Ward level Child Protection and Promotion Committee to organize meeting and be part of it
  • Organize the local ward level meetings and events in coordination with the government, employer and community groups 
  • Support to collect data of unaccompanied children in brick industries to reintegrate them to their family
  • Regular visit to the brick industries to aware about the child protection system, occupational safety and health directives, endowment fund, social protection scheme to worker and children in brick industries
  • Prepare quality event report

Competencies:

  • Academic Qualification and Experience
  • Intermediate in relevant discipline with at least 2 years experiences on child protection projects in similar capacity or having strong social mobilization skills 

Sector Knowledge/competency:

  • Knowledge on empowerment approaches and able to mobilize 
  • Knowledge on child protection system, brick industry issues, occupational safety and health directives for brick industry worker  and protection of children
  • Basic Knowledge  on children’s risk associated with brick industries to support them to protect from exploitative and hazardous work, national master plan to eliminate child labour 

Capacity Building:

  • Good Knowledge on following skills (Group Management, mobilization of stakeholders, discussions, inter-personal skills, Innovation)
  • Good Facilitation skills
  • Good Communication skills

Relationship Management:

  • Basic understanding on the importance of Networking and Liaise with Local child protection and promotion committee, Ward/Municipal Office, , community based informal groups, local government, employer association
  • Support in organizing joint initiatives with these local authorities and groups

Project Management:

  • Good skills on Implementation and planned activities
  • Good reporting skills and database management for the Ward/Municipal level stakeholders and groups
  • Good understanding on financial management system like supporting documents for voucher, advance settlement process, managing under-spends
  • Good communication skills to deal with project team and stakeholders
  • Mobilizing Peer Educators for life skills and community based child protection formal and informal mechanism
  • Good skills in mobilizing the community based child protection formal and informal mechanism for the protecting the children and building safe environment

Monitoring and Evaluation:

  • Experience collecting information from the community
  • Knowledge to understand assessment process and findings 
  • Skills to do FGDs and Interview as a part of assessment/evaluation
