Field Implementation and Partnership Manager

Purpose: The position holder will be overall responsible for oversight over the implementation of projects in the field in line with Plan International’s global and country strategy. S/he will be responsible for meeting all government requirements and maintaining good relationship with relevant government agencies including relevant ministries, departments, Social Welfare Council. S/he will also be responsible for implementing Plan International Nepal’s partnership strategy.

This position reports directly to the Deputy Country Director Programs based at Plan International Nepal Country Office.

Term - Fixed term employment for three (3) years

Location: Plan International Nepal, Country Office, Lalitpur


Required Qualifications & Experiences:

  • Master’s Degree in development studies, social studies, rural development or any relevant field.
  • At least 6 years of experience in leading project implementation, partnership management and emergency response programs with large & complex budgets.
  • Ability to coach, train, mobilise and manage its direct reportee.
  • Flexibility and ability to do multi-tasking under pressure.
  • Strong ability to communicate and negotiate at different levels and effective interpersonal skills.
  • Effective written and oral communication skills, including presentation and public speaking.
  • Strong team building and motivational skills.
  • Demonstrated communication and organisational skills.
  • Sound understanding and knowledge of development issues, trend, challenges and opportunities and implications to community development.
  • Sound knowledge of effective participatory monitoring, evaluation and research system and process.
  • Sound knowledge of child rights programming, gender transformative and inclusive strategies and development programming.
  • Sound knowledge on transparent management principles.
  • Sound knowledge on project cycle and project management.
  • Sound knowledge on partnership management and modality.

Key Responsibilities:

Accountable for oversight to the implementing of projects in the field and in line with Country Strategy and Annual Plan

  • Annual plans along with budget for the field offices are developed and submitted for approval in aligning country strategy and project documents meeting all deadlines. 
  • All Programme Unit (PU)/Area Managers are well briefed on annual plan and budget.
  • Effective monitoring, evaluation and research mechanisms are implemented in the field and necessary actions are taken on findings.

Ensure effective partnership management

  • Partnership strategy and guideline is revised/updated in line with global strategy, global partnership strategy and country strategy.
  • Partnership assessment tool and annual appraisal mechanism are developed/revised. 
  • Database of existing and potential partners at local, national and international level is maintained.
  • Partners’ performance is monitored on a regular basis and capacity gaps are identified.
  • Long- and short-term capacity development plan of partner organisations is prepared and implemented.
  • Annual mutual appraisals with partner organisations is ensured. 

Build relationship with government agencies

  • General and project agreements with government authority and their amendments are made in time as necessary.
  • Central Project Advisory Committee (CPAC), District Project Advisory Committee (DPAC) and evaluations are carried out in time as per government directives/guidelines.
  • All government requirements including programme, financial and other reports are submitted to the government authorities in time.
  • Coordinated for necessary MOUs with government agencies.


Ensure Child Centered Community Development (CCCD) and gender transformative approach in programme implementation

  • Capacity of all field staff are strengthened to adhere CCCD and gender transformative approach in programme implementation.
  • CCCD and gender transformative approach in programme implementation by partner organisations are ensured. 
  • Effective monitoring and evaluation system is established to assess the progress in CCCD and gender transformative approach and learning from the field is documented and disseminated.

Ensure Sponsorship program commitment practiced in programme implementation

  • Capacity of staff / partners is strengthened to work on Sponsorship commitments
  • Reaching all sponsored children/families by programme/projects is ensured and sponsorship Key Performance Indicators (KPIs) are monitored every quarter
  • Sponsorship data/information is used/referred in identifying child rights gaps and planning programmes/projects.

Manage direct reports

  • Performance objectives of direct reports (Programme Unit Manager (PUMs) and Area Manager (AMs) are identified and monitored
  • Competency gaps are identified and personal development plans are developed/agreed
  • Periodic appraisals conducted and feedback provided to the team
