1. The Government of Nepal [GoN] has allocated funds received as credit from the Export-Import Bank of India (hereinafter called as Exim Bank or the Bank] towards the cost of Upgrading/Improvement of the road given in the table below and intends to apply part of the funds to cover Pre-Qualified payments under the following contract. This notice is the second stage of the Bidding, open only for the Contractors PreQualified in the first stage of the Pre-Qualification Process.
2. The Government of Nepal, Ministry of Physical Infrastructure and Transport, Department of Roads, Road Improvement and Development Project Directorate, Ram Mandir Marg, Battisputali, Kathmandu Nepal now invites sealed Price bids or electronic Price bids from prequalified bidders for the said work tabulated above under International Competitive Bidding under Single Envelope (Price Bid Only) Bidding procedures.
3. Prequalified Bidders may obtain further information and inspect the Bidding Documents at the office of Road Improvement and Development Project Directorate, Rammandir Marg, Battisputali, Kathmandu, Nepal, Telephone 977-1-4488935, 977-1-4465247 and facsimile numbers 977-1-4494609 and email address [email protected] or may visit PPMO website www.bolpatra.gov.np.
4. A complete set of Bidding Documents may be purchased from the office of Road Improvement and Development Project Directorate, Ram mandir Marg, Battisputali, Kathmandu, Nepal by Pre-Qualified Bidders on the submission of a written application, along with the copy of evidence that the firm (Single or JV) is prequalified by the Employer through the pre-qualification process, and upon payment of a non-refundable fee of NRs. 20000.00 or 200 US$ till 4th December 2022. If so requested, the Bidding Documents can also be sent by post/courier services upon payment of the additional cost of NRs. 5000 or 50 US$. However, the Employer will not be responsible for delay or non-delivery of the documents so sent.

The bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO's Web Site www.bolpatra.gov.np. Bidders, submitting their bid electronically, should deposit the cost (as specified above) of the bidding document in the Project's Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. 5. Pre-bid meeting shall be held at the office of the Road Improvement and Development Project Directorate, Ram Mandir Marga, Battisputali, Kathmandu at 11:00 AM on 13th November 2022.
6. Sealed bids in original plus 2 copies or electronic bids must be submitted to the office Road Improvement and Development Project Directorate, Ram Mandir Marg, Battisputali, Kathmandu Nepal by hand/courier or through PPMO website www.bolpatra.gov.np. on or before 12:00 hours 5th December 2022. Bids received after this deadline will be rejected.
7. The bids will be opened in the presence of the Bidder's representatives who choose to attend at 14:00 hours on 5th December 2022. at the office of Road Improvement and Development Project Directorate, Ram Mandir Marg, Battisputali, Kathmandu Nepal. Bids must be valid for a period of 120 days after the bid opening date and must be accompanied by bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of USD mentioned in the above table, which shall be valid for 30 days beyond the validity period of the bid.
8. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered the last date. In such a case, the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
9. Late Bids, Portion of Bids, Bids not received, and the Bids not opened at the Bid opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
