GIZ Study and Expert Fund (SFF) project titled "Strengthening Policy Think Tanks" aims to support National and Sub- National Think Tanks in partnership with Regional and International Think Tanks to facilitate peer-to-peer based research, professional exchange of experience, and mutual professional support in the development of policy proposals and initiatives on concrete policy issues. The project has envisioned the formation of national networks of policy Think Tanks which shall contribute to the creation of innovative advisory tools for the federalism and governance reform agenda of the state. The project is being implemented with Kathmandu University School of Management - Policy Lab (KUSOM Policy Lab) in collaboration with the Ministry of Federal Affairs and General Administration (MOFAGA) to support evidence-based policy research, analysis, and advocacy for improving the policy governance in Nepal. 

Thus, the GIZ SFF Project requests policy research proposals from competent National and Sub- National Policy Think Tanks for policy research. On this note, Policy Think Tanks can apply for any one of the following policy research themes. However, Policy Think Tank organization can also apply for more than one theme with justifiable documents of the organizations: 

Policy research theme 1: Public Governance including Federalism and the decentralization of functions. 
Policy research theme 2: Public Service Delivery and Citizen. 
Policy research theme 3: Good local governance and local development.
Policy research theme 4: Policy framework and public governance in line with a new constitution and 
federal governance. 
Policy research theme 5: Localization of Global Agenda 2030 and the Sustainable Development Goals (SDGs). 
Policy research theme 6: Provincial governance and implementation of federalism 
Policy research theme 7: Local Economic Development (LED) at three tiers of Government. 
Policy research theme 8: Intergovernmental relations in the context of public financial management 
Policy research theme 9: Relationship and cooperation between civil society and the public sector in implementing governance reforms. 
Policy research theme 10: Pertinent policy and public governance issues prioritized by Provincial and Local Governments of Karnali, Lumbini, and Sudurpaschim Province. 

The documents related to the proposals can be obtained free of cost by email to [email protected] or directly from GIZ Office upon submission of a request letter and copy of the firm registration and tax registration certificate. 

The interested Policy Think Tanks may submit their proposals to [email protected]. Please enter the Tender number and Policy research theme 1. Policy research theme 2 and so on as applicable in the subject line when submitting the proposal. The proposal must be submitted on or before 15.11.2022. The proposal can also be submitted in hard copies in a sealed envelope to the below-mentioned address. Please note that submission of a proposal does not guarantee the selection. GIZ will acknowledge receipt of the submitted proposal. The proposal will then be evaluated according to selection criteria and the selected organizations will be invited for further processes.
