Request for Quotation - Construction of Dharapani Dhobhan Drinking Water Supply Lifting Project (Ward No 4, Bhumikasthan Municipality, Arghakhanchi, Lumbini Province)

Background

The Renewable Energy for Rural Livelihood (RERL) is a joint project of Alternative Energy Promotion Centre (AEPC) under the Ministry of Energy, Water Resources and Irrigation (MoEWRI) and United Nations Development Programme (UNDP). RERL is providing technical support to AEPC to implement different renewable energy promotion activities including the Asian Development Bank (ADB) funded South Asia Subregional Economic Cooperation (SASEC) Power System Expansion Project Off-grid Component and CREF/AEPC on Renewable Energy for Resilient Agri-Food Systems (RERAS) funded by the Norwegian Government. 9 Alternative Energy Promotion Center (AEPC), after its establishment, has been promoting renewable energy systems through different programmes and projects to meet the energy needs of the population as well as improving the living standard, increasing employment and productivity, and reducing dependency on traditional energy for sustainable development. More recently, UNDP has allocated its TRAC fund for improving the living standards of the rural life with clean and safe drinking water to all and wants to pilot the project in Lumbini Province. In this context, RERL is going to implementation of Dharapani Dhobhan Drinking Water Supply lifting project in Bhumikasthan Municipality, Ward No. 4 Dharapani, Arghakhanchi. This place has scarcity of drinking water throughout the year, therefore, the main source of the energy for the project will be either from national grid. The project aims to provide clean and reliable drinking water solutions for 418 households in that region.

Scope of Work: 

The works to be executed under the Contract which shall include construction, installation, testing, and completion of the grid operated water lifting project. The key scope of work, also mentioned in BoQ, will be as follows: 

  • Construction of Intake, Collection Tank, Storage Tank etc. 
  • Pressure Filtration system with back wash 
  • Construction of distribution pipe lines 
  • Pump house for drinking water project 
  • Construction, installation and testing of transmission pipeline. 10 
  • Installation of pumping system including water pump with accessories and control panel for grid line. 
  • Supply and installation of transmission line like poles, insulators, wires etc. form nearest NEA grid line. 
  • Supply delivery installation of Distribution line with break pressure tank at necessary places. 
  • Construct barbed wire fence and entrance gate. 
  • Ake photographs and small video clips of major stages of construction and installation 
  • Complete commissioning and perform minimum 3 days continuous pumping. 
  • Take 3 water samples at the start, midway and end pump testing period. 
  • All the workers engaged in project must wear safety gears and must be GESI responsive

Bidder’s Eligibility Requirements are: 

  • Registered as per GoN’s rules and regulations and prequalified by GoN’s AEPC. 
  • The eligible firm shall have at least three years of experience in installation, repair and maintenance of solar/grid hydro operated water lifting schemes and must have completed similar water lifting schemes in the past. 
  • Prior experience in design, installation, and maintenance of at least 2 solar/grid operated water lifting projects.
  • Average annual turnover of at least USD 300,000 in the last three years 
  • Adequate technical human resources i.e. Civil Engineer (Site Engineer) and one Renewable/electrical Engineer with at least five years of relevant experience in the firm/company

REQUIRED QUALIFICATION OF TECHNICAL EXPERTS 

The bidder is required to have the minimum expertise towards implementation of the project.

 EXPERTSQUALIFICATIONS & Work Experience
Civil Engineer/ Site Engineer
  • Bachelor Degree in Civil Engineering, construction management or relevant areas
  • Atleast 5 years of professional experience in the areas of expertise in design and construction of drinking water systems, and irrigation systems
  • Proven experience overseeing at least 2 projects as a site engineer in water resources/ infrastructure projects with experience in managing and supervising construction works
Electrical / Renewable Energy Engineer 
  • Bachelors Degree in electrical/mechanical engineering. hydro and renewable energy
  • At least 5 years of proven experience in supervision and design of drinking water/ lift irrigation schemes. 
  • Experience in implementation/supervision/quality control on drinking water and lift irrigation systems in construction

Documents to be submitted 

Bidders shall include the following documents in their quotation: 

  • Annex 2: Quotation Submission Form duly completed and signed. 
  • Annex 3: Technical and Financial Offer duly completed and signed and in accordance with the Schedule of Requirements in Annex 1 
  • Annex 1: Specification for Pump and Transmission line 
  • Specifications, Catalogues/Brochures of the offered. 
  • Company Profile
  • Registration certificate, VAT Registration and Latest Tax Clearance certificate 
  • Latest three years Audit Report 7 
  • Average annual turnover of at least USD 300,000 in the last three years (or equivalent to NPR as per UN Exchange Rate of 1 September 2024 where 1 USD = 134.056)
  • List and value of projects performed in the past plus client’s contact details who may be contacted for further information on those contracts; 
  • Statement of satisfactory Performance (Certificates) from the 2 clients. It should be prior experience in design, installation and maintenance of at least 2 solar/grid operated water lifting projects.
  • Completed and signed CV of Civil Engineer (Site Engineer) and one Renewable/electrical Engineer with at least five years of relevant experience in the firm/company
  • Any document related to Gender Equality and Social Inclusion Policy/Strategy of the organization; and Policy of conducive work environment/policy on prevention of harassment, sexual harassment and sexual exploitation or Code of Conduct. 
  • Certificate of Exclusive Distributorship in the country or Letter of Manufacturer’s Authorization as mentioned in detailed specifications (if applicable, and if Supplier is not the manufacturer) 
  • ISO Certificates, if applicable 
  • Design of water filtration system as mentioned in BOQ. 
  • Design of Stainless Steel (Grade 304) having filtration capacity 500 LPM and dish end and cell plate thickness of 8mm as mentioned in BOQ
