1. CONTEXT
1.1 Organization background

The Hospital and Rehabilitation Centre for Disabled Children (HRDC) is a non-profit organization that provides comprehensive rehabilitation, medical care, education, and livelihood support to children with disabilities in Nepal. Since its establishment in 1985, HRDC has been a leading institution in enhancing the quality of life for children with physical disabilities through integrated and child-centered services. 

In partnership with CBM Global, HRDC is implementing the Children and Adult's Physical Disability Rehabilitation Project (CAPDRP) in Banke, Kavre, Dhanusha, and Siraha districts. The project aims to promote the well-being, inclusion, and social participation of children and adults with physical disabilities and their families.

1.2 Project Background

In Nepal, children and adults with physical disabilities, particularly in rural and low-income communities, continue to face significant barriers in accessing quality rehabilitation, healthcare, education, and social inclusion. Limited awareness, stigma, inadequate local infrastructure, and a lack of trained rehabilitation professionals often leave persons with physical disabilities marginalized, with reduced opportunities for participation and development. 

The Hospital and Rehabilitation Centre for Disabled Children (HRDC), established in 1985, has been at the forefront of improving the lives of children with physical disabilities through an integrated approach combining medical treatment, rehabilitation services, community-based support, and capacity building. With decades of experience and a strong reputation for service excellence, HRDC continues to expand its outreach to underserved regions across Nepal. 

To further this mission, HRDC is implementing the Children and Adult Physical Disability Rehabilitation Project (CAPDRP) in partnership with CBM Global. The project is being carried out in Banke, Kavre, Dhanusha, and Siraha districts, which have high rates of disability prevalence and limited access to specialized rehabilitation services. The project responds to the urgent need for accessible and inclusive physical rehabilitation for children and adults with disabilities and their
families.

Through a combination of community-based rehabilitation (CBR), outreach camps, surgical and physiotherapy interventions, provision of assistive devices, capacity-building of local health facilities, and strong coordination with local governments and Organizations of Persons with Disabilities (OPDs), the project seeks to strengthen local systems and promote inclusive development.

2. OBJECTIVE OF THE ASSIGNMENT

The primary objective of this assignment is to engage a qualified consultancy team to produce a high-quality video documentary and individual case story videos that effectively highlight the impact and transformative outcomes of the HRDC-CBM Global project. The documentary will feature eight compelling and diverse success stories of children with physical disabilities who have received treatment, rehabilitation, and reintegration support through the project. 

The final products will serve as powerful tools for awareness-raising, advocacy, partnership development, and donor reporting, showcasing the positive changes brought about by the project in the lives of its beneficiaries and their communities.

3. METHODOLOGY

The consultant/agency is expected to propose a comprehensive and creative methodology for delivering the assignment effectively. At a minimum, the approach should include the following components: 

  • Desk Review: Review relevant project documents, reports, case stories, and beneficiary profiles provided by HRDC to gain a clear understanding of the project's context, objectives, and impact.
  • Field Visits: Conduct on-site visits to HRDC service centers and beneficiary communities across the four project districts — Banke, Kavre, Dhanusha, and Siraha — to gather visual content and conduct in-person interviews.
  • Key Interviews: Carry out structured and semi-structured interviews with a diverse range of stakeholders, including:
     - Children with physical disabilities and their caregivers
     - HRDC and CBID project staff
     - Community members and local government representatives
  • Storyboarding and Script Development: Develop detailed storyboards and scripts for each of the eight case stories. These should be submitted to HRDC for review and approval before production.
  • Participatory and Inclusive Approach: Ensure active involvement of beneficiaries and stakeholders throughout the process to promote authentic storytelling and respectful representation. The methodology should reflect sensitivity to age, gender, disability, and cultural context. The selected consultant will be expected to apply ethical storytelling practices and follow informed consent procedures during all assignment phases.

4. SCOPE OF WORK

The consultant or production team will be responsible for the end-to-end production of a high-quality documentary film and eight individual success story videos, highlighting the impact of the Children and Adult's Physical Disability Rehabilitation Project (CAPDRP) implemented by HRDC in partnership with CBM Global.
The scope of work includes, but is not limited to, the following tasks:

1. Pre-Production

  • Participate in initial briefing meetings with HRDC to understand the project's background, objectives, and communication goals.
  • Develop a creative concept, script outline, and production plan in consultation with HRDC's communications and project teams.
  • Identify and finalize eight success stories of children with physical disabilities in collaboration with HRDC field teams.
  • Prepare logistics for field visits and coordinate with local stakeholders as needed.

2. Production (Fieldwork)

  • Conduct field visits to selected project districts (Banke, Kavre, Siraha, and Dhanusha) to document the case stories.
  • Capture high-quality video footage and interviews before and after the treatment with:
     - Beneficiary children and their families
     - HRDC and partner organization staff (health workers, therapists, social workers, etc.)
     - Local government and community representatives (if applicable)
  • Capture high-quality video footage and interviews during the treatment and rehabilitation in HRDC or its partner hospitals. 
  • Capture relevant contextual/environmental visuals (B-roll) including treatment, rehabilitation activities, and the daily life of beneficiaries.

3. Post-Production

  • Produce a 15–20 minute accessible documentary that combines all eight stories into a compelling, engaging, and coherent narrative. 
  • Produce eight short-form videos (2–3 minutes each) focusing on individual case stories.
  • Add professional elements, including:
    - Voice-over in Nepali and English
    - English and Nepali subtitles
    - Sign language interpretation
    - Background music
    - Project branding (logos, titles, credits)
  • Ensure all videos are delivered in high-resolution, broadcast-quality formats suitable for multiple platforms (web, presentations, television, etc.).

4. Review and Finalization

  • Submit first drafts for HRDC's review and incorporate feedback.
  • Organize a validation session (online or in-person) with HRDC and key stakeholders.
  • Finalize all video materials and submit:
    - Final edited versions
    - Raw footage and working files
    - Signed consent forms from all participants featured
    - Summary documentation of the production process

5. ETHICAL STANDARDS AND POLICIES

  • Obtain informed consent from all participants before filming.
  • Ensure that the privacy and dignity of beneficiaries are maintained.
  • Adhere to HRDC and CBM policies on child protection, safeguarding, and data confidentiality.
  • Guarantee secure handling of all data and footage.

6. CONSULTANT/AGENCY PROFILE

  • Proven experience in producing high-quality accessible video documentaries and case videos, preferably with a focus on disability, health, or social development. 
  • Skilled in storytelling, filming, and editing with a portfolio of previous relevant work.
  • Experience working sensitively with children, persons with disabilities, and marginalized groups.
  • Ability to deliver within agreed timelines and budgets.
  • Capacity to work across multiple locations in Nepal.

7. DELIVERABLES

  • Storyboard and script for the documentary and case videos. 
  • Eight short case videos (3-5 minutes each) highlighting individual beneficiary stories with Nepali and English subtitles.
  • Raw footage files and final edited videos delivered in high-definition digital format (MP4 or equivalent).
  • A brief report documenting the production process and challenges (if any).

8. SERVICE DURATION AND LOCATION

  • Start Date: September 15, 2025
  • End Date: December 15, 2025
  • Duration: Approximately 30 working days
  • Locations: HRDC centers and beneficiary communities in Banke, Kavre, Dhanusha, and Siraha districts

9. SUBMISSION TIMELINE

  • Draft storyboard and script submission: Within 2 weeks of contract signing
  • Field production and filming: Weeks 3 to 5
  • Draft video submission for review: Week 6
  • Final video delivery: Week 7

10. BUDGET
Applicants should submit a financial proposal that includes:

  • Professional fees
  • Travel and accommodation
  • Equipment costs
  • Editing, voice-over, subtitling, and post-production

Payment Schedule:

  • Upon signing the contract and submission of the inception report 30%
  • Upon completion of fieldwork and submission of raw footage 40%
  • Upon submission and approval of final deliverables 30%

11. PROPOSAL SUBMISSION REQUIREMENTS
