Long Term Agreement for Internet Services for United Nations in Nepal
Background
The United Nations system in Nepal is seeking proposals from qualified (preferably latest ISO 9001 certified) GON registered Internet Service Providers (ISP) with minimum of 7 years’ experience of providing Internet services, for its regular and emergency operations in Nepal initially for the period of 1 year with a possibility of extension annually for 2 more years subject to satisfactory performance evaluation and requirements of UN Agencies.
1. Services required
a. The current cumulative bandwidth requirement for Primary ISP Link within Kathmandu Valley is approximately 1690 Mbps and approximately 745 Mbps outside the Valley. Similarly, current cumulative bandwidth requirement for Secondary ISP Link inside Kathmandu valley is approximately 750 Mbps and approximately 310 Mbps outside the Valley. The detailed requirement of bandwidth with the breakdown by Agency and by location is provided in Table A. The actual Internet bandwidth subscription is subject to change depending on the final price proposed.
b. The bandwidth requested are CIR (Committed Information Rate) dedicated up to the International Gateway and not shared. The proof of this will be required. Please propose how this will be guaranteed. c. Connectivity services can be offered for Primary and/or Secondary links. But only one ISP will be selected for either Primary, or either Secondary connectivity for the same area. Same ISP shall not be selected for more than one type of service for the same location.
d. The connectivity media required for links (both Primary and Backup), within Kathmandu Valley and major cities, is optical fiber cable with symmetric link.
e. The tentative number of routable real IP addresses per Agency is provided in the Table A. f. The ISP must be capable of providing L2 and/or L3 MPLS VPN or equivalent secured network at additional cost, so that client can establish Intranet network among its offices located at different sites that ISP is providing the Internet link for. Fee should be waived for short duration, up to 1 week, within Kathmandu Valley area.
g. The services should include Internet traffic routing, Mail routing/SMTP, DNS services (and Web Hosting, if required with additional charges).
h. The ISP shall issue one generic email account to each client, and also permit client to use ISP SMTP, if and when required or requested.
