1. The Fikkal Hospital, Fikkal, Ilam, invites electronic bids from eligible bidders for the procurement of Medicines and Related Items for Hospital Pharmacy under National competitive bidding - Single Stage Single Envelope procedures.

The scanned copies of the Bidders Registration Renewal up to F/Y 081/082, DDA Registration Certificate (Licensee) with Renewal for F/Y 081/082, PAN/VAT Registration and Tax Clearance certificate or Tax return submission evidence or evidence of tax time extension for F/Y 080/81, the scanned copy (pdf format) of the Bank Deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

5. The price of medicines and medicinal products must be at least lower than the maximum retail price. While submitting the rates, the amount excluding VAT must be clearly mentioned in both figures and words. In case of any discrepancy between the rates mentioned in figures and words, the rate in words will be considered valid.
6. The hospital reserves the full right to accept or reject the bid, approve only partial items, or cancel it altogether. Medicines and medicinal products will be supplied as per the item-wise rates approved for each respective company.
7. The approved items in the bid must be delivered to the hospital within 10 days from the date of receiving the purchase order. Otherwise, the hospital will directly purchase the medicines and medicinal products from the market. If the cost of such purchases exceeds the bid price, the difference will be recovered from the bidder's security deposit or the remaining payment due.
8. At the time of acceptance, medicines and medicinal products must have at least 18 months of shelf life remaining, or in the case of short-term medicines, 75 percent of the shelf life must be remaining.
9. Payments for medicines delivered will be made after the hospital receives the claim approval and refund from the Health Insurance Board. The supplier will not be able to make any claim for the payment of medicines delivered to the hospital until the Health Insurance Board processes, approves, and refunds the claim.
10. For matters not mentioned in this notice, the Public Procurement Act 2063 (with the latest amendments) and the Public Procurement Regulation 2064 (with the latest amendments) and applicable laws will apply.
