Invitation for Sealed Proposals

Mahalaxmi Bikas Bank Limited, a leading national-level development bank, invites sealed proposals from eligible and registered agencies and companies for providing agency services related to TVC production (filming, editing, post-production)
The assignment involves creating impactful and innovative communication that aligns with the Bank's brand positioning, values and business objectives.
Terms and Conditions:
- The proposal documents can be purchased within office hours (9:30 AM till 5:00 PM) from the office of the General Service Department, Head Office, Thapathali, upon payment of a non-refundable fee of NPR 5,000.00 (NPR Five Thousand Only) on or before 15 day of the first date of publication of this notice.
The bid document fee should be deposited in the following account of our Bank:

- Sealed Proposals must be submitted within office hours on or before 15 day of the date of publication of this notice. Documents received after this deadline will be rejected.
- Proposals must be valid for a period of 180 days from the date of sealed proposal opening.
Minimum Eligibility Criteria
Applicants must meet the following minimum eligibility criteria to be considered:
1. Experience
- Minimum of 10 years of full-fledged advertising and branding experience, with a proven ability to deliver 360-degree integrated marketing services with demonstrated experience in event management, press conference, social media, digital, direct contact, and activation campaigns
- Have a minimum of 3 years of relevant experience in creative advertising and TVC production.
- Have successfully completed at least 3 major TVC assignments for commercial banks, insurance companies, telecom, FMCG, or similar sectors in the last 5 years.
2. Banking Sector Expertise
- Demonstrated experience in successfully rebranding of more than one BFIs and working experience on TVC, branding and advertising in at least three commercial banks.
- Proven record of end-to-end brand launch for a commercial or development bank, from brand identity development to multi-channel advertising campaigns.
3. Preferred Domain Expertise
- Preference will be given to agencies that have conducted advertising campaigns for the non-banking financial sector (NBFS).
4. Organizational Capabilities
- Must have a fully operational in-house digital advertising department, capable of managing strategy, content, media planning, execution, and analytics.
- Must have a dedicated public relations department with a demonstrated history of successful PR campaigns, including crisis communication and management.
- Have adequate technical and creative manpower.
The sealed proposals shall be opened at 3:00 PM on next working day of the last date of proposal submission.
If the last date of purchasing, submission and opening of the sealed proposals falls on a public holiday, it shall be extended to the next working day.
The Bank reserves the right to accept partly or reject any or all proposals without assigning any reason whatsoever.
