For Supply and Delivery of Uniform for Armed Forest Guard Contract Identification Number: DoFSC/NCB/G/2081/82-03

1. Department of Forests and Soil Conservation (DOFSC) invites Electronic Bids for the procurement of Goods "Supply and Delivery of Uniform for Armed Forest Guard" under National Competitive Bidding (NCB) procedures specified in prevailing Public Procurement Act and Regulations of Nepal. Bidding is open to all eligible and qualified Bidders/Suppliers.

2. Interested Eligible Bidders may obtain further information and inspect the Bidding Document in English at the office of DoFSC, Babar Mahal, Kathmandu or may visit e-GP system of PPMO: www.bolpatra.gov.np/egp.

3. Bidding document in English is available online and can be downloaded from e-GP system of PPMO: https://www.bolpatra.gov.np/egp. Interested bidders shall register in the e-GP system and deposit the cost of bidding document NRs. 3,000.00 to the following bank and scanned copy in PDF format of the voucher/ receipt of the deposited amount must be submitted/uploaded along with the Electronic Bid.

4. Pre-bid meeting shall be held at DoFSC, Babarmahal, Kathmandu at 1:00 P.M. on 1 June 2025 (18 Jestha, 2082).

5. Available samples of required items at DoFSC can be inspected by the interested bidders during office hours upon submission of a written application along with a copy of firm/company registration certificate and a copy of VAT registration certificate.

6. Interested Bidders are required to submit the Electronic Bids through e-GP system of PPMO https://www.bolpatra.gov.np/egp to the office of DoFSC on or before 12:00 Noon on 10 June 2025 (27 Jestha, 2082). Sample of Proposed Finished Products and Piece of Clothes, as mentioned in the Bidding Document, must be submitted to the office of DoFSC, Babarmahal, Kathmandu, Nepal on or before Bid Submission Deadline. Bids without required samples will not be accepted.

7. Submitted eBids will be opened in presence of Bidders' representatives who choose to attend on 14:00 on 10 June 2025 (27 Jestha, 2082). at the office of DoFSC, Babarmahal, Kathmandu, Nepal. But nothing shall bar the opening of Tender by the reason only that any bidder or its agent is not present. Bidder's representative should bear the authorization letter duly signed by the authority of firm at the time of eBid Opening.

8. Bids must be valid for a period of 90 days counting from the date of bid opening and must be accompanied by scanned copy of the bid security in pdf format, amounting to minimum NRs. 3,90,000.00, which shall be valid for minimum 30 days beyond the bid validity period (i.e., Valid up to minimum 07 October 2025).

9. If bidder wishes to submit the Bid Security in the form of cash, the cash should be deposited in deposit Account Number: 1201200001002524 (on behalf of Department of Forests and Soil Conservation, Babarmahal, Kathmandu) at Nepal Rastra Bank, Baluwatar, Kathmandu and scanned copy in PDF format of the voucher/receipt of the deposited amount must be submitted/uploaded along with the eBid. 

10. If the last date of purchasing and /or submission falls on a government/public holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

11. Bidders are advised to visit site and assess the actual site conditions before submitting their bid. The Employer shall not be responsible for any costs or expenses incurred by bidders in connection with preparation or submission of Bids.

12. A sample test report of the specified goods, issued by a government authorized institution, must be submitted along with Bid document.

13. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason, whatsoever.
