Invitation for Electronic Bids

1. The Government of Nepal has received Grants from the German Development Cooperation, through KfW towards the cost of the "Promotion of Solar Energy in Rural and Semi-Urban Regions" Project and intends to apply part of the funds to cover eligible payments under the Contract.
2. Alternative Energy Promotion Centre (AEPC) invites Electronic Bids from registered eligible and qualified Bidders for the following Works under National Competitive Bidding (NCB) - Single Stage-Two Envelope Bidding procedures. Bidding is open to all eligible and qualified bidders as per Section V of Bidding Document.

4. Under the Single Stage-Two Envelope Procedure, Bidders are required to submit simultaneously two separate Bids, one containing
(i) the Technical Bid and the other
(ii) the Price Bid, as per the provision of ITB 21 of the Bidding Document.
5. Complete set of Bidding Documents for the tasks in English are available online and may be downloaded for e-submission from the e- GP system of PPMO: www.bolpatra.gov.np/egp. Bidders, submitting their bids electronically, should deposit the cost of the Bidding Document (non-refundable fee) of NRs. 5,000.00 for each task in the Rajaswa (Revenue) Bank Account as specified below and a scanned copy in PDF format of the voucher/receipt of the deposited amount must be submitted/uploaded along with the Electronic Bid.

6. Pre-bid meeting shall be held at AEPC, Tahachal, Kathmandu, Nepal at 11:00 A.M. on 9 June 2025 onwards; 30 minutes interval respectively. All questions and their answers discussed during the Pre-Bid meeting will be recorded and provided to all bidders according to the provisions included in the Rule No. 52.2 of PPR, 2007 of Nepal.
7. Interested eligible and qualified Bidders are required to submit the Electronic Bids through e-GP system of PPMO: www.bolpatra.gov.np/egp on or before 12:00 Noon on 23 June 2025.
8. Submitted Technical Electronic Bids will be opened in the presence of Bidders' representatives who choose to attend at 12:15 P.M. on 23 June 2025 onwards; 15 minutes interval respectively at the office of AEPC, Tahachal, Kathmandu, Nepal. But nothing shall bar the opening of Bids by the reason only that any Bidder or its agent is not present. The bidder's representative should bear with authorization duly signed by the authority of the firm at the time of Bid opening.
9. Bids must be valid for a period of 90 Days counting from the date of bid opening and must be accompanied by a scanned copy of the bid security in PDF format, amounting to a minimum, as mentioned in the table above, which shall be valid for a minimum of 30 days beyond the bid validity period (i.e., Valid up to a minimum of 20 October 2025).
10. If the bidder wishes to submit the Bid Security in the form of cash, the cash should be deposited in Office Code 3080002 and Account Name DTCO, Kathmandu, Bank Account No. 1201200001002524 at Nepal Rastra Bank, Thapathali and a scanned copy in PDF format of the voucher/receipt of the deposited amount must be submitted/uploaded along with the Electronic Bid.
11. If the last date of submission and opening of bids falls on a government/public holiday then the same time of the next working day shall be considered the last day. In such a case the bid validity and bid security validity period shall remain the same as specified for the original last date of bid submission.
12. Bidders are advised to visit the site and assess the actual site conditions before submitting their bid. The employer shall not be responsible for any costs or expenses incurred by bidders in connection with the preparation or submission of Bids.
13. The employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason, whatsoever.
