Invitation for electronic bids for the Construction of the Administrative Building of Bhumlu Rural Municipality

1. The Government of Nepal [GON] has allocated funds towards the cost of the Construction of the Administrative Building of Bhumlu Rural Municipality and intends to apply part of the fund to cover eligible payments under the contractor for construction of Administrative Building of Bhumlu Rural Municipality, Contract identification number BRM/NCB/WB/D1/082/83. Bidding is open to all eligible as per Section V of the bidding document.
2. Bhumlu Rural Municipality invites electronic bids from eligible bidders for the construction of Administrative Building of Bhumlu Rural Municipality under National Competitive Bidding Single Stage Two Envelope Bidding procedures. Only eligible bidders with the following key qualifications should participate in this bidding:
Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years 9,60,00,000, Minimum Work experience of similar size and nature: at least one building project in last ten years with value of at least 7,80,00,000 Excluding VAT and Contingencies. Concreting Works M20 of volume 1020 Cum. Reinforcement works 107MT. Brickworks of volume 560 Cum.
3. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing
(i) the Technical Bid and the other
(ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document.
4. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Bhumlu Rural Municipality or may visit PPMO e-GP system www.bolpatra.gov.np/egp.
5. Bidder who chooses to submit their bid electronically, e-submission from PPMO's e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost ofthe bidding document in the account as specified below. Information to deposit the cost of bidding document in the Bank:

6. Pre-bid meeting shall be held at Bhumlu Rural Municipality, Salle Kavrepalanchowk at 07/09/2025 at 13:00.
7. Electronic bids must be submitted through PPMO's e-GP system www.bolpatra.gov.np/egp on or before 12:00 of 18/09/2025. Bids received after this deadline will be rejected.
8. The bids will be opened in the presence of Bidders' representatives who choose to attend at 13:00 hours at 18/09/2025 at the office of Bhumlu Rural Municipality, Salle Kavrepalanchowk. Bids must be valid for a period of 120 days from the bid submission deadline and must be accompanied by a bid security or scanned copy of the bid security in PDF format in case of e-bid, amounting to a minimum of 37,50,000, which shall be valid for 30 days beyond the validity period of the bid.
9. If the last date of purchasing and/or submission falls on a government holiday, then the next working day shall be considered as the last date. In such a case, the validity period of the bid and bid security shall remain the same as specified for the original last date of bid submission.
