1. Government of Nepal, Urlabari Municipality, Urlabari, Morang invites electronic bids from duly eligible and qualified registered bidders for the procurement of Construction of Blacktop road of Fatte tole, Karki chowk to Miklajung Road, Urlabari 1, Morang under NCB Single Stage Double Envelope Bidding Procedures (Technical Bid and Financial Bid). Major qualification criteria, name and identification of the contracts are mentioned below though the details are in the bidding document.
2. All bidders must submit their bid electronically. Electronic bid must be submitted through PPMO's e-GP system https://www.bolpatra.gov.np/egp on or before 12:00 Noon, on 2081/08/27 (12th Dec, 2024) (or as per the date adjusted by e-GP System). Bids received after this deadline will be rejected. Detail electronic bid Submission procedure is as e-GP directives of PPMO. Only eligible bidders with the following key qualifications should participate in this bidding:
- Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: NRs. 2,76,55,000.00 (Excluding VAT).
- Minimum Work Experience of similar size and nature: 1 single blacktop road construction project with a value of NRs. 1,47,50,000.00 (Excluding VAT).
- Minimum Construction Experience in the following key activities:
Sub-Base Course -1017 cum per year.
Base Course -1066 cum per year.
Prime Coat - 9690 Ltr per year.
Asphalt Concrete -285 cum per year.
3. Eligible bidders may download the bidding documents for e-submission from PPMO's e-procurement web portal https://www.bolpatra.gov.np/eGP . Bidders submitting their bid electronically should deposit the cost of bidding document NRs. 5000.00, in the office's Rajaswa (Revenue) account as specified below and the scanned copy (pdf format) of the bank deposit voucher must be uploaded by the bidder at the time of electronic submission of the bids.

4. Pre-bid meeting shall be held at Urlabari Municipality, Urlabari, Morang on 2081/08/06 (21 Nov, 2024) at 1:00 PM.
5. Bids will be opened in the presence of Bidders' representatives who choose to attend at 1:00 PM on 2081/08/27 (12th Dec, 2024) (or as per the date adjusted by e-GP System) at the office. Non-attendance of any or all the Bidder's representatives shall not hinder opening of the Bids.
6. The bid must be accompanied by Original Voucher of Bid Security amounting to a minimum of NRs. 4,61,000.00 deposited at Agriculture Development Bank, Urlabari in Account Holder Office: Urlabari Municipality, Morang, Dharauti Khata No. 0601701150595024, Office Name: URLABARI MUNICIPALITY GA 3.1 LOCAL LEVEL DEPOSIT A.

Bid Security guarantee issued by any Commercial Bank & Financial Institution approved by Government of Nepal. Bids must be valid for a period of 90 days counting from the day of bid opening and must be accompanied by Bid Security as mentioned above which shall be valid for a minimum 30 days beyond the bid validity period.
7. If the last date of purchasing and/or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
8. The Employer reserves the right to amend and correct at any time or to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever before the contract.
9. After the completion of evaluation of technical bids, all the technically substantially responsive bidders will be invited to attend the opening of price bids. The time, date and place of opening of price bids shall be notified in writing and/or by publishing notice.
10. Matters not covered in this tender notice shall be in accordance with Public Procurement Act, 2063 and Public Procurement Regulation, 2064 and other prevailing rules and regulations of Nepal.
