Invitation for Bids
1. The Government of Nepal has received financing from the Asian Development Bank (ADB) toward the cost of South Asia Subregional Economic Cooperation (SASEC) Electricity Transmission & Distribution Strengthening Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible countries of ADB.
2. The Nepal Electricity Authority ("the Employer") invites sealed bids from eligible Bidders for the construction and completion of Transformer and bays (220 kV, 132 kV, 33 kV & 11 kV) for the expansion of New Butwal and Kushma Substation.
3. Open competitive bidding (international advertisement) will be conducted in accordance with ADB's Single-Stage: Two Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
- Bidders shall have minimum average annual turnover of US$ 16 Million.
- Bidders are required to have satisfactory experience in at least two (2) contracts that have been successfully or substantially completed within the last 10 (Ten) Years and that are similar to the proposed contract, where the value of the Bidder's participation exceeds US$ 11 Million each.

6. To purchase the Bidding Documents in English, eligible Bidders should:
- Write to the address above requesting the Bidding Documents for OCB No.: PMD/ ETDSP/NBKSEP-080/81-01, Design, Supply, Installation and Commissioning of transformer & bays (220 kV, 132kV, 33kV & 11kV) for the Expansion of New Butwal & Kushma Substation. If the bidder is purchasing the bid document through their Local representative, an authorization letter shall be submitted indicating authority delegated to the local representative.
- Pay a nonrefundable fee of NRs. 20,000.00 (incl. VAT) or an equivalent amount in US$ by bank voucher to the Account No. 00201017505586 (NEA PROJECT MANAGEMENT DIRECTORATE SELF) at the NABIL BANK LIMITED (SWIFT CODE: NARBNPKA), Nepal.
7. Deliver your bid:
- To the address above on or before the deadline: 08 May 2025 at 12:00 Hours (Nepal Standard Time).
- Together with a Bid Security with amount indicated in Bidding Document Section 2 Bid data Sheet, Clause ITB 21.1.
- Technical Bids will be opened at Nepal Electricity Authority, Project Management Directorate Office, Matatirtha, Kathmandu on 08 May 2025 at 14:00 hours (Nepal Standard Time) in the presence of Bidders' representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Financial Bids of only Technically Responsive and Qualified Bidders shall be opened after technical bids evaluation, whereas, the financial bids of those bidders whose technical bids are not responsive and qualified shall be returned unopened after the contract is awarded.
8. When comparing Bids, Domestic Preference will be applied as stipulated in the Bidding Document.
