1. Nepal Oil Corporation Limited has allocated funds towards the cost of the Construction of a compound wall, earthwork in filling, and canal works of Jhapa Terminal and intends to apply part of the funds to cover eligible payments under the Contract for Contract No.: NCB/WORKS/NOC/JHAPA/02/2081-82. Bidding is open to all eligible bidders as per Section V of the Bidding Document.
2. Nepal Oil Corporation Limited, Teku, Kathmandu, invites electronic bids from eligible bidders for the Construction of a compound wall, earthwork in filling, and canal works of Jhapa Terminal under National Competitive Bidding - Single Stage Two Envelope Bidding procedures.
Only eligible bidders with the following key qualifications should participate in this bidding:
- Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: NRs. 98,40,00,000.00
- Minimum Work experience of similar size and nature: [one no. of projects and value of NRs. 39,35,00,000.00 (Detail in Evaluation and Qualification Criteria)]
3. Bidder who chooses to submit their bid electronically. Bidders are required to submit two separate bid response documents, one containing (i) the Technical Bid and the other (ii) the Price Bid, as per the provisions of ITB 21 of the Bidding Document
4. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Nepal Oil Corporation Limited, Teku, Kathmandu or may visit the PPMO e-GP system www.bolpatra.gov.np/egp.
5. Bidder who chooses to submit their bid electronically may download the bidding documents for e-submission from PPMO's e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of the bidding document (NRs 20,000) in the account as specified below.

6. Pre-bid meeting shall be held at Nepal Oil Corporation Limited, Teku, Kathmandu at 14:00 Hrs. on 2082/04/11 (27 July, 2025).
7. Electronic bids must be submitted through PPMO's e-GP system www.bolpatra.gov.mp/egp on or before 12:00 Hrs on 2082/04/22 (7 August, 2025). Bids received after this deadline will be rejected.
8. The bids will be opened in the presence of Bidders' representatives who choose to attend at 14:00 Hrs. on 2082/04/22 (7 August, 2025) at the office of Nepal Oil Corporation Limited, Teku, Kathmandu Bids must be valid for a period of 120 Days from the bid submission deadline and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of NRs. 1,64,00,000.00. which shall be valid for 30 days beyond the validity period of the bid (Le. 2082/09/20 (4 January, 2026))
9. If the last date of purchasing and or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case, the validity period of the bid and bid security shall remain the same as specified for the original last date of bid submission
