Request for Expression of Interest (EOI)

1. Ministry of Physical Infrastructure Development (MOPID), Transport Infrastructure Directorate (TID), Bagmati Province has allocated fund toward the cost of Feasibility Study, Detailed Engineering Survey, Soil Investigation, Hydrological Study, Detailed Design and Report Preparation of Bridges of Three packages, Contract/EOI No: TID/BAG/CS/Bridge/77-78/EOI 1-3 and intends to apply a portion of this fund to eligible payments under the Contract for which this Expression of Interest (EOI) is invited for National Consulting Service.
2. The Transport Infrastructure Directorate, Bagmati Province, Hetauda now invites Expression of Interest (EOI) from eligible consulting firms (“consultant") to provide the Detailed Engineering Survey, Soil Investigation, Detailed Design and Report Preparation of Bridges. In their covering letter the applying firms must indicate the package numbers for which they intend to submit Proposal. The proposed list of bridges and packaging information is given in Appendix II of EOI document.
3. Interested eligible and willing consultants are invited to submit their EOI, either single or in joint venture with other firms. The firm/JV shall submit separate Eol for each package through PPMO's e-GP system, www.bolpatra.gov.nplegp on or before 12:00 Hrs. on 2077/04/20 (4th August, 2020). Hard copy shall not be entertained during submission of EOI. The submitted EOIs shall be opened electronically in the presence of Consultants' representatives who choose to attend on 2077/04/20 (4th August, 2020) 1:00 PM at Transport Infrastructure Directorate, Hetauda, Makawanpur.
4. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated.
5. EOI will be assessed based on Qualification 30%, Experience 50%, and Capacity 20% of consulting firm and key personnel. Based on evaluation of EOI, only top six shortlisted firms will be invited to submit technical and financial proposal through a request for proposal. In case of two or more consulting firms score the same total marks, the ranking will be done based on number of successfully completed bridge design works.
6. The consulting firm (either single entity or in JV) shall fill up the attached priority form (Mandatory) for packages. If the consulting firm (either single entity or in JV) qualify for more than 1(One) package, the firm will be shortlisted in maximum One package based on their priority list.
7. Maximum no. of JV Firms: Three.
8. Minimum score to pass the EOI is 60.
