VSO is organizing a workshop for its team members under its programme quality and development. One of  the major components of the workshop is introduction to Rights Based Approach (RBA) for which this  consultancy is advertised. The consultant shall be responsible for the following specific areas which needs to  be covered during the sessions planned. 

a. What are the basics of Human rights? 

b. What is Rights Based Approach (RBA) and Human Rights Based Approach (HRBA) to  development? What are their key distinctions, elements and principles? 

c. How to apply RBA (Planning, Implementation and M&E) and how to strike the right balance with  service delivery? (with examples of best practices) 

d. How to make activism and advocacy efforts effective? 

1. Methodology 

Consultant will adopt different facilitation skills to train and understand the values and purpose of data quality  and management in project plan, implementation, monitoring and evaluation. 

2. Time Frame 

This is a daylong consultancy. 

3. Deliverables: 

The consultant shall provide following deliverables before, during and after the sessions:

• Has outstanding communication and facilitation skills 
• Demonstrates experience on data quality and management 
• Demonstrates skills on training facilitation  
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability 
• Builds strong relationships with the workshop participants 
• Demonstrates openness to change and ability to manage complexities 

5. Mode of Payment

• The organization will provide as per its rules 100% payment after complete deliverables, and the final  report.  

6. Education and Eligibility Criteria of Consultant 

• Strong experience in the facilitation, specifically in data quality management 
• Demonstrated strategic thinking and rigorous analytical skills  

7. Application Procedure  

 Consultancy firms/Individuals are required to submit the following:  

• Track record in developing/conducting RBA approach in development sector. 
• Expression of interest outlining how the agency meets the selection criteria and their understanding  of the TOR with expected consultancy fee. 
• An organizational profile containing evidence of the work done in this area. 
• Financial Proposal – Fees  
• A proposed methodology and work plan with a time frame. 
• Copy of company registration certificate (not required for independent persons/freelancers)
• Copy of business PAN/VAT registration certificate.  
• Latest Tax Clearance Certificate FY 2077/78.
