Invitation for Bids for the Construction of BSL2+ Laboratory at Agriculture and Forestry University, Rampur Chitwan

1. The Government of Province has allocated funds towards the cost of Construction of BSL2+ Laboratory at Agriculture and Forestry University, Rampur Chitwan and intends to apply part of the funds to cover eligible payments under the Contract for Construction of BSL2+ Laboratory at Agriculture and Forestry University, Rampur Chitwan (Contract No: MOLMAC/BA/NCB/WORKS/03/077-78). Bidding is open to all eligible bidders as per Section V of Bidding Document
2. Ministry of Land Management, Agriculture and Cooperative, Bagmati Province invites electronic bids from eligible bidders for the construction of Construction of BSL2+ Laboratory at Agriculture and Forestry University, Rampur Chitwan under National Competitive Bidding - Single Stage Two Envelope Bidding procedures Only eligible bidders with the following key qualifications should participate in this bidding:
- Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: NRs. 129,700,00.00
- Minimum Work experience of similar size and nature: 1. at least One(1) RCC Frame Building Builtup Area 665.00 sq.m. 2. at least One(1) Construction of Biosafety Level 2+ Laboratory (BSL2+ Laboratory) or above Level of minimum area 190 sq.m
3. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Ministry of Land Management, Agriculture and Cooperative, Bagmati Province, Hetauda, Makwanpur, Nepal or may visit PPMO e-GP system www.bolpatra.gov.np/egp.
4. If hard-copy is allowed then a complete set of Bidding Documents may be purchased from the office Ministry of Land Management, Agriculture and Cooperative, Bagmati Province, Hetauda, Makwanpur, Nepal by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of 10000.0 NRs. From 25-02-2021 10:00 during office hours. Or Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO's e-GP system www. bolpatra.gov.np/egp. Bidders, submitting their bid electronically, should deposit the cost of bidding document in the Project's Rajaswa (revenue) account as specified below

5. Pre-bid meeting shall be held at Ministry of Land Management, Agriculture and Cooperative, Bagmati Province Hetauda, Makwanpur Nepal at 14-03-2021 14:00 hours.
6. Electronic bids must be submitted to the office Ministry of Land Management, Agriculture and Cooperative, Bagmati Province, Hetauda, Makwanpur, Nepal by hand/courier or through PPMO's e-GP system www.bolpatra.gov.np/egp on or before 28-03-2021 12:00. Bids received after this deadline will be rejected.
7. The bids will be opened in the presence of Bidders' representatives who choose to attend at 28-03-2021 13:00 hours at the office of Ministry of Land Management, Agriculture and Cooperative, Bagmati Province Hetauda Makwanpur Nepal.
8. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of NRs. 3880000 which shall be valid for 30 days beyond the validity period of the bid.
9. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
