Project Description
Deloitte Consulting is the implementing partner for the USAID-funded Urja Nepal Project (“Project”) based in Kathmandu. This position is under Deloitte Consulting Overseas Projects LLC. The purpose of Urja Nepal is to create a financially viable electricity sector that provides affordable, reliable and secure power and enables the entry of private investment into the Nepali market. This is anticipated to be a five-year program; however, this short-term consultancy is currently for one year with possibility of renewal based on funding and project need. This part- time position is based in Kathmandu.
Objective
The Environmental Specialist will support the work related to environment in energy sector and other matters related to environment.
In order to carry out activities under this Project, the Environmental Specialist will require in-depth expertise in Nepal’s electricity sector including knowledge about the impact of power sector on the environment, and land usages, steps required to mitigate environmental risk, environmental compliances and environmental related studies. Projects will involve support to both public and private sector for development and monitoring of power plants. Knowledge and experience about Nepal’s environment sector will be critical to moving Nepal’s energy sector transactions forward.
The position will work closely with the Objective Leads.
Responsibilities:
- Assist in developing and recommending solutions to eliminate/reduce pollution and environmental hazards related to hydropower projects.
- Support the IRRP development in Nepal. Review and provide comments on the environmental and social issues,
- Review the water resource plan
- Support the development of the Resilience Plan for Nepal
- Review Government manuals for evaluation of EIAs and IEEs and provide feedback.
- Assist in providing necessary guidance to the stakeholder or the developers to mitigate environmental risk.
- Assist in notifying the stakeholders regarding various environmental test to be carried out by the project to verify the environmental risk of the project.
- Assist the stakeholders to inspect the power plants including but not limited to construction progress, EIA/IEE report implementation, forest land risk.
- Assist in analyzing and interpreting the laws, regulations and policies related to energy sector on environmental issues
- Assist in identifying and analyzing (as the case may be) all possible environmental risk related to project planning and development along with preparing the measures to resolve the issues and assisting the stakeholders in the best way possible in implementing the practicable measures.
- Assist in developing and monitoring SOPs/protocols to ensure compliance with approved EIA/IEE reports for the project(s).
Qualifications:
- Fluent in written and spoken Nepali.
- Fluent in written and spoken English.
- Master’s Degree in Environment Science or Environment Engineering or Environment Management] in a relevant discipline
- Minimum of 5 years of professional experience, including 3 years in similar role(s) energy sector environmentalist-related activities for donor projects in development work (USAID experience is preferred)
- Demonstrated knowledge and understanding of Nepali context as it relates to energy sector.
- Experience in conducting and completing survey of IEE/EIA and familiar in environment management, environmental risk mitigation in energy sector and report preparation.
- Experience coordinating and leading the development and/or implementation of environmental mitigation and monitoring plans in the context of energy sector– related activities is preferred.
- Strong writing, organizational, and interpersonal skills.
