The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites application from suitable and qualified professionals to work with a new project Green Recovery and Empowerment with Energy in Nepal (GREEN). GREEN is implemented under the ongoing project Renewable Energy and Energy Efficiency Programme (REEEP), a technical cooperation project agreed between the Government of Nepal (GoN) and the Federal Republic of Germany. The new multi-Donor Action with co-financing from the European Union and the Federal Ministry of Economic Cooperation and Development and implemented by GIZ aims to increase sustainable consumption and production of energy in the public and private sector. The project will address both the promotion of renewable energy resources for electricity generation and access as well as energy efficient practices in industries and enterprises with the overall aim to reduce the carbon footprint of energy in public and private sectors and contributing to green growth and livelihood improvements in Nepal. In this regard, the project places particular focus on integrating disadvantaged groups, marginalized and vulnerable communities, and improving gender equality for women.

Duty Station: Kathmandu

Responsibilities:

1. Strengthening partnership

  • Liaise with project partners like Alternative Energy Promotion Centre, (AEPC), International Labor Organization (ILO), Confederation of Nepalese Industries (CNI), Federation of Nepalese Chamber of Commerce and Industry (FNCCI), and local chamber for planning and implementation of energy efficiency project activities. 
  • Organize regular meetings with GIZ and partners with multi-stakeholder approach for monitoring and reporting of the implementation status of the planned activities and their impact. 

2. Implementing energy efficiency and decent work practices

  • In line with the project objectives, identify appropriate industries and enterprises in implementing energy efficiency activities and decent work practices jointly with the partners. 
  • Develop TORs for mobilizing energy auditors and social assessors for energy audits and social assessment in interested/ selected industries and enterprises. 
  • Facilitate (including evaluating, negotiating, and administering) the contracts for energy audits and social assessment at the industries and enterprises. 
  • Oversee the quality of the work performed by the consultants contracted for energy audits and social assessment.
  • Coordinate with the participating industries and enterprises as well as energy auditors, social assessors (decent work approach), financial institutions and other relevant stakeholders for the implementation of energy efficiency measures and decent work practices at the participating industries and enterprises.

3. Capacity building 

  • Conceptualize and conduct capacity need assessment of the key stakeholders including partner organizations, industries and enterprises as well as professionals including energy auditors and social assessors. 
  • Facilitate in developing and implementing capacity building plan based on the results of capacity need assessment. 
  • Support in the preparation of relevant guidelines/ manuals on relevant topics for energy efficiency.
  • Monitoring and Communication
  • Track/monitor the project implementation status including collection of qualitative and quantitative data related to the activities listed above and report to project management and project’s internal monitoring system. 
  • Coordinate in regular compilation of the project outcome related to project indicators as well as Aggregated indicators of GIZ including tracking of project’s contribution in reduction in GHG emission.
  • Participate actively in project internal and external meetings, events and share the data/ information related to the project. 
  • Actively participate in organizing workshop, events together with the other project staff as well as key stakeholder for promotion of energy efficiency and decent work practices as per the project’s objectives. 

Required qualification and experience:

  • Bachelor’s degree (preferably Master’s degree) in Mechanical, Electrical Engineering or similar fields
  • Minimum 5-year professional experience in the field of energy efficiency, knowledge on energy efficiency strategy and policy related matters
  • Practiced knowledge of energy auditing (with experience in decent work practices in industries and enterprises highly desirable). 
  • Experiences in energy efficiency project implementation including conceptualizing, planning and execution of project activities
  • An excellent team player with strong organizational, interpersonal & management competence with the ability to effectively manage multiple priorities, tasks and resources 
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office)
  • Excellent networking skills along with knowledge of energy efficiency ecosystem at local and international level with demonstrated expertise in coordinating/ managing diverse stakeholders and promoting consensus
  • Must have problem-solving skills, including the ability to develop and evaluate complex engineering alternatives/financial scenarios.
  • Excellent communication and presentation skills in both English and Nepali (both written and verbal)
