Electric Vehicle (EV) Consultant

As vehicle emission is a major contributor to air pollution in Kathmandu Valley, USAID Clean Air is seeking to identify and promote innovative solutions to promote cleaner transport within Kathmandu Valley, together with municipalities, civil society, and the private sector. 

Under an agreement with FHI 360 Nepal, the consultant will work closely with local governments and private sector trading/selling EV and providing EV transport, repair and maintenance services to assess the current situation of EV segment and its human resources in Kathmandu Valley including existing gaps, make necessary recommendations of required actions for developing human resources required to the fulfil demand of rapidly growing EV segment under transport sector in Nepal and design courses for EV technicians.   

Key Responsibilities

  • Conduct a literature review, interact with key stakeholders, and conduct necessary surveys to collect and analyze relevant data and information on the
    -current situation of human resources in the EV segment.
    -current and potential future growth of this segment.
    -future demand for skilled human resources. 
  • The situational analysis should contain, but not be limited to the following:
    -Estimated number of skilled human resources available for servicing of EVs. This includes human resources required for the operation, maintenance, manufacturing/ assembly/retrofitting of EVs and charging stations.
    -Future requirement for EV technicians, operators, and managers
    -Experience from different countries, particularly India, in conducting training needs assessment for the EV sector. 
  • Assess the situation of training institutes involved in the EV sector and their training modules. 
  • Identify gaps and barriers for developing required human resources for the EV segment. 
  • Prepare a plan for developing skilled human resources required for the rapidly growing EV sector in Nepal. 
  • Prepare a training module for EV technicians, in consultation with key stakeholders.
  • Prepare and submit a draft final report which will be presented in a workshop with stakeholders. 
  • Organize a half-day workshop together with USAID Clean Air where key stakeholders will discuss the findings of the study and on the way forward.
  • Submit a final report incorporating the inputs gained during the half day workshop. 

Qualifications

  • Master’s Degree in engineering, management, or any other relevant field with three years of work experience in electric vehicles. 
  • Good knowledge of the transport sector and human resource development for electric vehicles.
  • Good analytical skills and networking skills to engage with key stakeholders.
  • Good command in oral in both Nepali and English languages.
