Position: District Programme Officer 
No. of Vacancy: 1
Location: Okhaldhunga
Salary and benefits: Rs. 50,000 to 70,000 depending on qualification and experience
Length of contract: 3 years with possible extension
Age: 26 +

Purpose of the role:

  • To oversee, Early Childhood Development Education Centers in Okhaldhunga.  
  • To coordinate community empowerment programs – 1. Children’s Development 2. Youth Empowerment, 3. women’s Empowerment, 4. Environment conservation, 5. Public Health, 6. Disaster Risk Reduction (DRR) by using Community Learning Centre and community outreach. 

Responsibilities:

A. Early Childhood Development Centres (VIN facilitates 27 ECDCs) :

  • Observe ECD teachers’ classes and provide feedback.
  • Monitor the project to ensure that all the centers are functioning well. 
  • Visit the ECD centers regularly and interact with the teachers. 
  • Facilitate meetings with teachers, management committee and parents time to time. 
  • Ensure the ECD curriculum and resources are well used.
  • Ensure all ECD classrooms are clean and child friendly. 
  • Reporting - develop monthly report and report back to VIN monthly on the project progress.

B. Coordination of Community Empowerment Programs :

  • Planning, designing, and budgeting of all programs in the district. 
  • Lead, manage and coordinate all programmes run in the district. 
  • Develop financial proposals, cost breakdown, quotations, voucher and receipt
  • Report monthly, quarterly and yearly to the VIN HQ. 
  • Perform other tasks assigned by Project Manager and Executive Director. 

C. Community Learning Centre

  • Coordinate Activities at NaraTika Community Learning Centre 
  • Coordinate VIN run libraries, computer learning centres. 

D. Administrative Tasks 

  • Manage local and international volunteers
  • Manage VIN’s Okhaldhunga branch office, staff, and volunteers. 
  • Support current staff to ensure successful delivery of projects. 
  • Develop a district network of partners and stakeholders. 
  • Contribute in developing project manuals and templates. 
  • Facilitate trainings and meetings with beneficiaries and stakeholders. 
  • Follow all processes and procedures of VIN. 
  • Manage records and verifying receipts of the project activities. 
  • Willingness to develop urgent plan for volunteers and visitors

Education:

  • Master’s Degree in Education or other Social Science  

Skills and Experience required:

This is an autonomous role and so requires a confident person who is able to work well alone and is able to make reactive and proactive decisions. Other essential criteria are as follows:

  • Experience in managing teams
  • Experience in delivering projects or training programs
  • Willingness to work in a remote location of Okhaldhunga District 
  • Experience in facilitating meetings
  • Experience in providing feedback to people in a culturally appropriate way
  • Teaching /training experience
  • Experience of working with children
  • Demonstrated ability to understand and work with children’s curriculums
  • Ability to work independently and Trustworthy
  • Demonstrated experience in building strong relationships with people
  • Knowledge and skills of using Microsoft office package
  • Excellent communication skills in both Nepali and English
  • Ability to write projects, reports and documentation of information such as records/minutes of meetings

Note: Candidates applying for this position must own a Motorcycle with an active Driving Licence.
