Job Description

Purpose of position

This position is generated for Local Accountability and Transparency Initiative (LATI) supported by The Asia Foundation (TAF)as regular staff and will be based in Kavre district. Main purpose of this position is to offer overall charge of the district office. Some specific objectives of this position are as follow:

  • To daily operation of the district office;
  • To supervise community mobilizer (CM) and volunteers;
  • To coordinate Municipalities, District Coordination Committee (DCC), Media Partner and other stakeholders;
  • Regular mentoring and coaching to the the CM ;
  • Guidance to the CM in regular meeting of Accountability Watch Groups in content finalization, meeting conducting and documentation;
  • To coordinate and motivate concern people for accountability and transparency promotion through public service oversight, use of right to information and proactive disclosure;
  • To comply with donor and government.

Type of position

This position is regular and full time position which will be extended on the basis of result found from the performance evaluation and job satisfaction survey after three month.  Leave and benefits will be provided as per the organization rule and regulation, term and condition of the project. This job will be offered for only three months because of the probation period. On the basis of performance evaluation organization will decide whether to continue or not and another letter will be issued.

Detail Job description

Job Title: District Coordinator
Job Type: Full time staff
Level of position: 6
Location: Kavre district
Supervisor: District Coordinator will be liable to report Executive Director
Supervisee: 6 Community Mobilizers
Duration: 13 months


Main duties and responsibilities:

  • Plan and implement LATI project activities as per plan (monthly, quarterly and annual),
  • Review of current status of local government on polity, procedures and develop a gap related to good governance, grievance handling, proactive disclosure etc. for further process,
  • Facilitate local coordination meeting and get project approval,
  • Train and regular coaching and mentoring to the CM for local coordination, conducting AWG merging and public service oversight,
  • Support in documentation of the local activities to the CM,
  • Monitoring and performance evaluation of the supervisee,
  • Coordinate one day training in each 13 AWG,
  • Coordinate with Local Governments for two days training,
  • Assure the government engagement in proactive disclosure, RTI and effective service delivery and formation of grievance handling committee, formulation of good governance policy in each palika,
  • Responsible for overall quality control of deliverables and outputs of project from the district level,
  • Prepare monthly and quarterly plan and report  of each activity, 
  • Evidence collection of outcomes of the project.

 Skill, Experience and Education

  • Proven ability to work with diverse and multidisciplinary teams and in communities,
  • Excellent computer skill in word, excel and PowerPoint,
  • Excellent documentation and reporting skill,
  • Management, networking and coordination skill,
  • Supervision skill of subordinates,
  • Data management skill,
  • Effective communication skill,
  • Skill of public service oversight and use of accountability tools,
  • Effective massage development and writing skill,
  • Two wheeler driving skill with own vehicle.

Experience:

  • At least eight years of work experience in the theme of local governance; specially transparency and accountability,
  • Demonstrated experience working and building relationships with local level government officials,
  • Prior experience with policy analysis, research, advocacy and social accountability tools, 
  • Having working experience in the similar post with in-depth knowledge in coordination, social mobilization, advocacy, problem identification, networking, team building knowledge in local level planning process, people participation, RTI, proactive disclosure, public service oversight, participatory policy process etc.,
  • Capacity of local resource mobilization.

Qualifications: 

  • Minimum diploma in social subject  (academic certificate)
  • Mentally and physically fitted to work  (Medical certificate)
  • In-depth knowledge in local governance, public service oversight (experience certificate and reference check).
