Project background

USAID Trade and Competitiveness Activity is a five-year project to increase Nepali private sector participation in targeted global value chains by making them competitive, resilient, and sustainable. The Activity will chart a new growth path for private companies by supporting them to capitalize global opportunities – targeting quality and high value exports (of products and services). It aims to foster sustainable growth, in selected value chains, by incentivizing actors (both private and public) through investments, innovations, employment, and business enabling environment to expand their integration into global market. The Activity will work to achieve the goal by working on following objectives:

  • To increase access to market-based financial and non-financial services; 
  • To increase productivity in sectors with high growth and employment potential; and 
  • To improve the investment climate and business enabling environment, for targeted sectors.

Position Description

Digital Services Value Chain Manager will lead the digital services sector by understanding the constraints to growth of the digital services sector, leading the design of interventions, and managing and implementing activities to improve competitiveness, and increase investment, productivity, and market access the of digital services sector. The manager will work closely with public and private actors to address gaps in the market systems of the digital services sector, support in business enabling environment, and enhance actors’ capacity to deliver quality digital services in the global market. The manager will work with other team members (Objective 1 and 3) to devise sustainable digital interventions in leveraging investments, instigate national and international networks, and encourage cross-learnings (policy reforms, business models, and market opportunities). The manager will manage digital interventions and adapt and evolve interventions as per changes in the market. The manager will encourage innovations and investments in digital sector to help sector to become inclusive and competitive in the global market. This position is full-time, estimated 40 hours per week, and reports directly to the Objective 2 Lead.

Responsibilities 

  • Assess and analyze digital services sector, key actors (both private and public), sector constraints, and identify market opportunities.
  • Design and implement interventions to improve efficiency of actors (both private and public), interlinkages between different actors to produce efficient digital services for end market (national and international). 
  • Design implementation plan (including sustainability plan) to engage digital service providers 
  • Design new/improved business models to enhance growth in digital services sector.
  • Develop a network of digital service providers (e-commerce, application developers, and other digital service providers) and connect with regional digital service providers.
  • Analyze and enable relationships among actors of market systems to enable innovations, investments, and global market linkages in digital market system.
  • Enhance relationships with policy makers to ensure favorable environment for the growth of the digital sector.
  • Coordinate and collaborate with different units such as Objective 1, Objective 3, grants, and monitoring and evaluation to optimize contribution to overall goal and objectives of the Activity.

Qualifications

  • Masters’ degree in information technology, economics, business, or related field.
  • Minimum five years of project implementation or business experience (two years in digital services sector)
  • Familiarity with the digital landscape of Nepal, characteristics of actors, and policy regulations of digital services industry.
  • Strong communication skills, both oral and written with fluency in both English and Nepali required.
  • Wide network among market actors of the digital sectors of Nepal, preferred
  • Preferred experience working in market systems development approach, value chain approach, and/or private sector development.
  • Prior working experience with donor-funded projects (USAID experience preferred, but not required)
  • Experience working in private sector, specifically marketing and sales, preferred

Location: Kathmandu, with travel to other locations of the country as required
