Job Responsibilities:
- Support the implementation of a real time evaluation (RTE) process during the first phase of the response and monitor implementation of resulting plan of action
- Implement project/programme baselines, evaluations and reviews to meet donor and organisational requirements
- Provide support in communicating baseline, evaluation and review findings with response
- Implement the programme monitoring system at the field level, ensuring that prescribed template and processes as required by World Vision and donor is complied.
- Coordinate closely with accountability team.
- Prepare/consolidate zonal monitoring reports for submission to the Senior DME Officer on a regular basis • Conduct programmatic assessments required by the Response Team, including managing data collection.
- Support the analysis of assessment data, provide recommendations for strategy, and programme design.
- In coordination with DME Coordinator and other relevant staff, help to design programme logframes taking into account contextual analysis and assessment findings, and ensuring alignment with Response team strategy.
- Support in the facilitation of gathering input of all relevant teams and staff members into programme design process
Minimum Qualifications and Experience required:
- Master’s Degree in Social Sciences, International Development, International Relations or related field
- Minimum of three year experience in relief and development work
- Minimum one year experience in assessment design, and/or monitoring and evaluation work for humanitarian relief operations
- Demonstrated ability in the use of quantitative and qualitative data collection methods, including survey techniques and participatory approaches
- Familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice
- Ability to work in and contribute to team building environment
- Cross-cultural sensitivity, flexible worldview, and emotional maturity • Excellent written and oral communication skills
- Must be willing and able to travel nationally up to 50 % of the time
