Job Description

Main Objective: Ensure the overall management of the Technical Heads of Departments and provide support to the Country Director in grant management and management of operational partnerships

TASKS AND RESPONSIBITIES:

1. Analyze the Humanitarian needs 

  • Identifying humanitarian needs, briefing the country management team on developmental events in the country and designing potential responses within the operational country strategy
  • Collecting, summarizing and analysing information from external sources and from technical advisors for future opportunities

2. Coordinate Heads of department contribution in strategic planning

  • Organizing and facilitating Heads of Department context analysis, prioritization of needs, strategic pathways to respond to needs and ACF general and specific objectives, taking into account potential added value of the organization in each sector
  • Facilitating and promoting coordination and integration among sectorial approaches in order to propose coherent and efficient programming
  • Ensuring the alignment of Country Strategy with ACF IN ISPII 2016-2020

3. Coordinate and ensure operational management of all technical areas

  • Visiting ACF field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities
  • Piloting the internal quality control, by promoting monitoring mechanisms (ex: self-evaluation tool), facilitating internal control and external evaluations
  • Supporting Heads of Department to communicate recommendations and manage (functional management) PMs appropriately, in line with contractual commitments, ACF technical analysis of needs and technical quality standards
  • Promoting coordination and integration in ACF operations for all steps of PCM

4. Represent and liaise for operational strategy and program related issues to donors, authorities, UN and partners

  • Liaising with stakeholders if a senior level involvement is required, upon request of the Country Director
  • Strengthening field and capital level information-sharing with IOs, NGOs and Government
  • Representing ACF in meetings and communication for grant management
  • Liaising and managing relationships with operational partners (mainly local NGOs)

5. Management of Human Resources 

  • Supervision and management of all direct reports (Heads of technical department)
  • Recruitment of the direct reports
  • Promotion of conducive working environment for direct reports, collaborative work among them
  • Taking actions to prevent or manage conflicts
  • Promoting the commitment to ACF Charter and prevention of frauds and power abuses

6. Follow-up on management of program budgets

  • Ensuring that budgets are respected in relation with relevant Head of Department 
  • Contributing to the identification of potential funding opportunities

7. Grant Management and reporting

  • Ensuring that the overall planning and follow-up of technical reporting for donors, authorities and internal requirements (Activity Progress Reports) in coordination with the support departments and Programs Support Officer (HQ)

8. Act as Country Director

  • Taking responsibility as an acting  Country Director in his absence 

QUALIFICATIONS AND REQUIRED SKILLS:

  • At least Master’s degree.

Professional requirement: 

  • At least 5 years of experience at field level at different positions (PM, Coordinator, Technical Expert, Monitoring and Evaluation, adviser etc.) with at least 3 years in a senior management position.
  • Solid experience in representation, liaison with ACF stakeholders. 
  • Experience in identifying, analysing humanitarian needs & designing potential responses, and follow up with technical referents proposal writing, concept notes, etc…
  • Proven track record on proposal writing, M&E, training, context and strategic analysis, external representation, grant management
  • Experience in working with multiple partners (National and Local NGOs, public bodies), consortium
  • High capacity of work, able to overcome stress and work under pressure
  • Knowledge about ACF programs (Nutrition, WASH, MHCP, FSL) and organization is an advantage

Language  Level: 

  • Good proficiency in both English and Nepali (written and spoken) languages.

Key Competencies : 

  • Strategic thinking, context analysis and capacity to develop and structure both humanitarian responses and development projects in a complex context. 
  • Human resources management and specifically capacity to train, coach and transfer knowledge to senior level staff 
  • Representation, communication and interpersonal skills 
  • Good understanding or knowledge of the integrated approach 

Contract Type                   : Fixed Term Contract
Contract Duration             : 1 year with possibility of extension
Basic Salary per month    : NPR 212920 (plus accommodation allowance (based on localized /delocalized employee status, transportation allowance, festival bonus benefit and provident fund)
