Job Description

The DCOP will be working as per National and PEPFAR guidelines and under the guidance of the COP. The position represents a crucial aspect of programme quality management and reporting within PEPFAR programme implementation. S/he will be responsible for managing the full breadth of strategic information (SI) activities, including data collection and reporting for the M&E framework and support for development and implementation of relevant survey and surveillance activities. This work will include designing tools, methods and process for monitoring of the project to ensure progress and results, specifically for KPIF. S/he will also be responsible for developing M&E and reporting formats for sub-awardees to monitor delivery and technical outcomes with a focus on module and regional targets. S/he will ensure that modules delivered by sub-awardees are accurately reported into the PEPFAR DATIM system and that data quality is assured, including collaboration with the government on reporting towards national indicators. S/he will participate in and support National and partner efforts in the implementation of size estimation and IBBS activities linked to the PEPFAR programme, as well related assessment and mapping efforts to improve programme success among KPs.

This position manages data and information from sub-awardees and government information systems, ensures accurate input of data into PEPFAR DATIM, feeds into planning and reporting, and participates in regular programme quality assurance. S/he also provides input on an annual basis to Save the Children’s global reporting system, including Total Reach and Global Indicators for Health and Nutrition (H&N).

Term and Location: Fixed term from January 2017 - December 2020 based in Kathmandu

Required Background and Experience, Skills and Behaviors

  • Master’s degree in an area of public health, social development or equivalent.
  • Recommended a minimum of 5- 7 years’ experience working in M&E roles including in a senior management position, preferably with solid experience in HIV programming among KPs.
  • Experience of working on all elements of M&E including designing, rolling out and managing systems
  • Fluency in data management and analysis
  • Experience working with PEPFAR and particularly PEPFAR health information systems preferred.
  • Ability to train, coach and mentor sub-recipient partners.
  • Proven experience in designing Terms of Reference and managing large-scale evaluations.
  • Awareness of international quality standards and proven experience of using these standards in practical ways to promote quality and accountable programming
  • Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies.
  • Proven success in managing a team and dedication to staff development.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mind-sets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with technical advisors supporting PEPFAR implementation.
  • Fluency in English, both verbal and written, required.
