Deloitte Consulting LLP is implementing USAID Trade and Competitiveness (the Activity) in Nepal. This is a five-year program. The goal of the USAID Trade and Competitiveness is to increase Nepali private sector participation in targeted global value chains. This will be done by supporting broad-based, market-led growth and competitiveness by an integrated and sustainable market-systems approach to address constraints to micro, small and medium enterprises (MSMEs) development and competitiveness. The program will address three areas:

  • Objective One: Access to market-based financial and non-financial services improved
  • Objective Two: Productivity in sectors with high growth and employment potential increased
  • Objective Three: Improved investment climate and business enabling environment, especially for targeted sectors

 Purpose of this position

The Objective 1 Lead/ Deputy Chief of Party will be responsible for expanding access to financial and non-financial services for enterprises. S/he will manage the work supporting market-based solutions that expand enterprises’ access to targeted financial services, new investments and business development services including product development, production practices, supply chain management, market intelligence, marketing, B2B linkages, and firm-level governance.  As DCOP, s/he will support the COP in providing technical leadership to and overall management of the Activity. S/he will take on the responsibilities of the Chief of Party (COP) in the absence of the COP. This is full time position.

Specific Tasks

1. Provide strategic leadership to the team to accomplish the objectives and targets under Objective One of the Activity. Specifically, take the lead in:

  • Identifying constraints to access to financial and non-financial services for MSMEs in the priority sectors (Agriculture, Tourism and Digital Services) of the Activity
  • Identifying key leverage areas to address constraints and improve access to finance and non-financial services needed to increase productivity and improve competitiveness of MSMEs in the priority sectors
  • Identifying key stakeholders for strategic partnerships in implementing key interventions in line with 1.b.
  • Preparing Life of Activity (LOA) strategic plan aimed at achieving contractual targets in the outyears until end of the Activity using 1.b as framework and in partnership with key stakeholders in 1.c.

2. Lead the preparation and implementation of annual workplans for Objective One operationalizing the strategies defined in 1.b, 1.c and 1.d.

3. Lead the timely monitoring and reporting of progress of the implementation of strategic and annual workplans

4. Lead the implementation of collaborative, learning and adaptive management of the Objective One including prompt identification and reporting of successes, lessons and issues and collaborating with Objectives 2 and 3 and key stakeholders in coming up with and implementing innovative solutions utilizing the market systems approach.

5. Provide guidance and supervise the Access to Finance Manager, Access to Non-Financial Services Manager and relevant short-term technical assistance (STTAs)  in the day-to-day implementation of their workplans.

6. As DCOP, s/he will: 

  • Support the Chief of Party in providing leadership to the team for the overall implementation, management, and results of the Activity.
  • Support the COP in maintaining positive and productive relationship with USAID and with stakeholders
  • Act as the COP in the absence of the COP 
  • Represent the Activity in conferences, forums and other events as needed and in consultation with COP

7. Any other tasks as may be assigned by the COP

Required Qualification: 

  • Masters’ degree in business, economics or related field or, Bachelors’ degree in business, economics or a related field and three years of senior management experience
  • At least 10 years of work experience relating to access to finance, business development and/or enterprise development and management
  • English level IV (advanced English proficiency in reading, speaking and writing)

Additional Qualifications

  • Knowledge of constraints and solution options for MSMEs access to finance and non-financial services in Nepal
  • Prior experience working with investment and other financing platforms and familiarity (network) with stakeholders relevant to increasing MSMEs access to financial and non-financial services
  • Prior experience working with MSMEs in the area of access to finance, organizational performance improvement, and business planning and development.
  • Ability to work “smart” in a fast-paced environment with tight deadlines, and ambitious targets
  • Ability to be flexible and to adapt to fast-changing environments
  • Prior experience working with USAID economic development projects
