1. Academic Qualification
- Chartered Accountancy or Minimum Master’s Degree in any of Management/ Banking/ Finance/ Accounting/ Economics/ Commerce/ Business Administration/ Electronics/ Information Technology/ Computer Science.
2. Work Experience
- Minimum of five (5) years of work experience in an officer level or above in the banking and financial sector or information technology or computer science or related industry.
3. Managerial Skill and Competency
- Not disqualified under prevailing law
- Professional experience necessary for conducting business operations
- Adequate knowledge of prevailing laws relating to the activities of the company/ industry and directives issued by Nepal Rastra Bank.
- Sufficient knowledge of the internal policies and regulations, internal controls, market conditions, and internal and external environment of the company.
- Ability and competency to act as an intermediary between the Board of Directors and employees;
- Capacity to provide leadership to the company, motivate employees through inspiration, and achieve company goals on the basis of team spirit.

4. Compliance
- The candidate must possess the necessary knowledge and functional capacity to ensure compliance with prevailing legal provisions and policies, directives, and guidelines issued or to be issued by Nepal Rastra Bank from time to time.
5. Grounds for Disqualification
- Not completed the age of twenty-five (25) years or has exceeded sixty (60) years of age.
- Declared insane or of unsound mind
- Declared insolvent or is under the administration of creditors.
- Has been blacklisted in connection with any transaction with a bank or financial institution and a period of at least three (3) years has not elapsed from the date of removal from such blacklist.
- Has outstanding tax liabilities under the prevailing laws of Nepal and has failed to settle such liabilities.
- Convicted by a court of law for corruption, fraud, or any criminal offense involving moral turpitude.
- Is under suspension imposed by Nepal Rastra Bank, for the duration of such suspension.
- Has been subject to action relating to money laundering, banking offenses, regulatory action by Nepal Rastra Bank and a period of at least three (3) years has not elapsed from the date of such action.
- Blacklisted or ongoing court case for misuse of credit
- Has been found to have committed fraud, dishonesty or acted in bad faith through any form of economic or financial electronic means.
- Member of a political party, is serving as an elected or nominated representative at the federal, provincial, or local level, or is nominated or holding any political appointment.
6. Role and Responsibilities
The Deputy Chief Executive Officer accepts responsibility for the overall performance of the company as a whole and undertakes to:
- Formulate, update, review and amend the directives, guidelines, policies for the company and its operation on a timely and per-need basis.
- Liaise to build partnership and alliances with shareholders, government entities, public and other stakeholders on behalf of the company.
- Conduct performance appraisal of Department Chiefs/Department Heads.
- Observe and mitigate potential risks to the company.
- Analyze the competitive market, expansion opportunities and industry growth to incorporate them in the company’s growth strategy.
- Prepare reports for the CEO and the Board, identifying issues, apparent problems, opportunities and service gaps, and recommend initiatives and amendments to policies and programs, as required
- Develop company’s corporate culture and provide inspired leadership company-wide.
- Oversee the company’s fiscal activity, including budgeting, reporting, and auditing in coordination with Department Chiefs/Department Heads.
- Manage and conclude projects in the company according to the timelines and conditions stipulated in the respective contracts and other related documents.
- Ensure smooth customer support and after-sales services through various channels.
- Ensure service and business diversification according to market trends, technological evolution and customer expectations.
- Ensure proper compliance of regulatory and legal obligations of the company. Perform technical, financial and operational audit of the company, its operations, businesses, technical platforms and finances according to the established norms, standards and regulatory guidelines.
- Explore new business opportunities in the field of digital finance.
- Balance commercial growth and enterprise risk for sustainable business growth.
- Coordinate and maintain healthy relationships with stakeholders to explore company’s role in helping national digitization drive while also exploring for opportunities for the company’s business growth and expansion.
- Ensure proper planning, sizing and recruitment for necessary human resources according to the business and operational needs of the company.
- Promote company’s image among businesses, public entities, enterprises and general public as a positive contributor towards national digitization drive and evolution of smart digital economy.
- Supporting the CEO in the preparation and implementation of the strategic and annual plans and ensuring that these are formally updated on a regular basis.
