Position:Database and GIS Specialist Location: Kathmandu Supervisor: MEL Director Organization: Abt Associates
Position Responsibilities
Participates in the collection, analysis, and reporting of baseline M&E data and ongoing M&E data collection, analysis and reporting according to the project M&E plan
Assists in the regular monitoring of project implementation against established targets and objectives
Design, review and test M&E tools for reporting formats and data collection
Ensure appropriate skills are developed and maintained with office and field staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training staff on appropriate methods of data collection, entry, reporting, and quality
Support the elaboration of monitoring and evaluation plans, including defining program indicators and sources of data, as well as annual reports and other project documents
Support the conducting periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time
The position requires frequent travel to field sites in implementing districts for routine monitoring, program supervision, and support and frequent communication with field staff
Coordinate with USAID’s Evaluation, and Learning (MEL)/GIS Team to provide requested GIS data of Sajhedari’s activities and stakeholders
Utilize appropriately disaggregated data, GIS, and other analytical approaches to increase data-driven decision-making by senior management, related to the Project’s governance and civil society initiatives
Qualifications
Master’s Degree (minimum) in Statistics, Sociology, or other relevant field
Must have between 6-8 years of relevant experience in database management, monitoring & evaluation, GIS and other relevant social science activities
Experience using M&E tools and platforms such as DHIS2, as well as remote data collection interface and data visualization applications
Expertise with various statistical software solutions such as SPSS, STATA, and CSPro
Expertise in Geographic Information Systems, both proprietary and open source cartographic design, image processing, graphic editing, geodatabases, and standard office applications
Proven ability to use, manipulate, and refine spatial and other types of data from a wide array of sources, including experience compiling metadata
Experience working with graphic design software, including the Adobe Design Suite (Illustrator, Photoshop, InDesign) for cartographic and data visualization production
Experience working with satellite imagery
Experience and familiarity with USAID program monitoring and evaluation, and performance monitoring is a plus
Strong analytic and quantitative database management skills, budgeting and report writing
