Raleigh International Nepal (RIN) is a subsidiary of RIUK and has been working in Nepal since 2015. Our Country office is in Khumaltar, Lalitpur Nepal. Responsible to: Country Director

Location: Kathmandu, Nepal with the potential for extensive national travel including into rural communities. 

Overall Purpose of the Job:

The Country Programme Manager will be a member of Raleigh Nepal’s local senior management team. The purpose of the role will be to support the implementation of a robust Country Strategy and ensure its delivery through effective programme and project management. Key elements of this role will be managing the programme portfolio (including donor reporting and compliance), overseeing the management of all monitoring and evaluation systems; technical support and capacity building. The Country Programme Manager will manage a multidisciplinary team of development professional and coordinate strategic relationships with the Nepali Government and ministries, development stakeholders, local communities and program implementing partners. 

Principal Accountabilities and Responsibilities:

Programme and projects implementation 

  • Ensure the operational management of the programming portfolio so that the contractual obligations are met, contractual risk is minimised, policies and procedures in place are adhered to, and good practice is institutionalised
  • Lead quality cycle management, including: baseline research and planning; monitoring; timely and accurate financial and narrative donor reporting; evaluation and auditing; and dissemination of lessons learned
  • Provide support to all Raleigh country staff to ensure projects are implemented against agreed plans, standards and criteria
  • Ensure that consultancy, technical assistance and capacity building support is appropriately identified, designed and delivered to a high standard
  • Generate innovative and evidence based development programming ideas 
  • Coordinate and collaborate with Raleigh Head Office and Raleigh International globally for sharing of information, mutual learning and the establishment of a globally consistent and globally leading approach to programming. 

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Ensure quality monitoring and evaluation of a defined programme portfolio in collaboration with other departments of Raleigh Nepal. 
  • Liaise between Raleigh London Office and the Raleigh Nepal country team to ensure that team members are familiar with procedures and are compliant with all obligations
  • Build capacity within the programme staff in order to comply with all internal and external MEAL requirements

Team and Technical Development and Knowledge Building

  • As a member of the Senior Management team you will contribute to the management, motivation, facilitation and support of the personal development and performance of all Raleigh’s local country team members, including through coaching, individual and team training, exchanging of experiences, and facilitating participation in appropriate meetings and seminars
  • Ensure that the team maintains and builds capacity; identifies and maintains all relevant technical, institutional and contextual information and has the knowledge base for the Raleigh local country programme; and support effective team and organisational learning and innovation
  • Support the Country Operations Manager in local partner management and strategic planning including the development of local partners planning tools and their revision
  • Support the Country Operations Manager in M&E planning, data gathering and report writing and revisions

Development and implementation of the Country Strategy

  • Support Country Director in the development and delivery of a robust country strategy 
  • Support Country Director in strategy operationalisation with due emphasis on feasibility, sustainability, quality and financial viability
  • Ensure the on-going delivery of a robust strategy that is rooted in the needs and priorities of our final beneficiaries and target groups 
  • Maintain a sound knowledge of Raleigh’s local operating environment and understand development of good practice and policies in relevant areas
  • Demonstrate leadership and deliver on Raleigh International strategy for the empowerment of youth and locating young people at the heart of global change. 

Partnerships

  • The Country Programme Manager represents Raleigh’s programme development team in Nepal; they directly engage with central and local government authorities on issues such as programme and project presentation, introduction, development, conceptualisation, scale-up, replication and adaptation. They should ensure central and local government programme and project buy-in, achieving government in-kind support, aligning the programmes and project with government priorities, goals, targets, indicators as well as ongoing initiatives;
  • Pro-actively engage with development partners and donors to represent Raleigh’s programming and identify opportunities for program and project development; 
  • Pro-actively engage with development partners and donors to mobilise project resources / funding through strategic partnerships, consortium applications and sub-contracting
  • Establish and build relationships with partners, including planning, coordination and capacity-building
  • Raise visibility and credibility of Raleigh Nepal, presenting programmes to donors, partners, government, peers, experts and other key stakeholders at all levels in country 
  • Represent Raleigh at a range of networking platforms 

Other Responsibilities

  • Attend regular organisational meetings and contribute to the overall smooth operation of Raleigh in country
  • Take part in other Raleigh activities as requested
  • Contribute to regular review and revision of budgets and financial reports 

Person Specification (Skills and Experience)

  • 3 years of working in the international development sector at a senior level and delivering a robust country strategy and programmes
  • Strong understanding and experience of the development sector in Nepal
  • Current and relevant experience in conducting high level and strategic negotiations in Nepal’s development sector
  • Current and relevant experience with demonstrated success in negotiating government agreements, renewal of registration status and ensuring compliance with Nepali legislation, policy and expectations of Social Welfare Council and related Nepali Government ministries. 
  • Experience providing technical development support to national and international organisations 
  • Successful track record in the development of projects, including 3 years’ experience in producing high quality proposals to institutional donors and trusts
  • Experience in managing complex projects and preferably experience in direct reporting to key institutional funders, such as (e.g. UNFPA, EU, DFID)
  • High level of experience in all aspects of programme management, including developing or applying quality systems and processes to work and the ability to support others to maintain the standards that have been established
  • Bachelor’s Degree (Required), Master’s Degree (Valued)
  • A strong background in one or more of Raleigh’s four key programme areas will be favourable considered

Key Personal Competencies

Communication:

  • High level of technical communication skills, both written and verbal to foster partnerships and motivate others
  • Ability to represent Raleigh in a range of technical and non-technical forums powerfully and persuasively
  • Good understanding of the drivers of donors and partners and the ability to reflect this in communications
  • Fluent English Speaker and Adept in Producing High Level Written Documents in English. 
  • Fluent Nepali Speaker and adept in producing high level written documents in Nepali. Native speaker (Valued) 
  • Proven experience in conducting relationship building and stakeholder negotiation in a Nepali context. 

Team Working and Interpersonal Skills:

  • Ability to network and form effective and constructive working relationships across the whole organisation and wider network within the sector 
  • Proven ability to work on own initiative, manage time effectively, think clearly and produce accurate and detailed reports and data
  • Trusted to act within honesty and integrity and demonstrate commitment to the work of Raleigh International
  • Keep a bigger picture in mind; manage risk and support and motivate colleagues to ensure quality delivery to the best of ability
