In support of the CAMRIS-implemented, USAID/Nepal Monitoring, Evaluation, and Learning (MEL) Activity, CAMRIS seeks a Counter Trafficking in Person Expert (National Team Leader) for Mid-Term Evaluation of ‘Hamro Samman’ project. The purpose of this Mid-term Evaluation is to determine whether the activity is on track to accomplish its intended goals and objectives, and recommend course corrections if this is not the case and/or if adjustments should be made given Nepal’s state restructuring and political transition. The evaluation will also assess the degree to which there is early evidence of sustainability of project results, and whether the approach appears to be advancing the Mission’s GESI policy. This evaluation will examine the effectiveness of approaches and relevance of project developmental hypothesis and theory of change. The evaluation will also draw lessons on how effective the project has remained in the changed political context and how should it go ahead in the remaining life of the project. The mid-term evaluation will be primarily for the use of USAID and the Implementing Partner in terms of identifying best practices and lessons learned to guide project implementation. USAID will also use evaluation findings and recommendations to inform future programming decisions.

Key responsibilities:

  • Serve as a National Team Leader providing the evaluation and technical guidance throughout the study from design to report finalization
  • Participate in a briefing about the work, including training on specific methods
  • Provide sector expertise and technical guidance to the evaluation team
  • Work closely with the team in the process of drafting and finalizing the design, work plan, data collection tools, briefing(s), and the report
  • Support the design and pilot testing of data collection tools in the field
  • Conduct field research to gather data through focus group discussions (FGDs), mini workshop and key informant interviews (KIIs) with relevant stakeholders
  • Support the TL in development and presentation of the preliminary findings, conclusions and recommendations to USAID/Nepal
  • Contribute to draft and final assessment reports
  • Ensure quality and timely delivery of all work products

Required Knowledge, Skills and Abilities

  • A minimum of a Master’s Degree in a relevant subject area, and at least 7 years of experience as a member of an evaluation team. 
  • Extensive experience in counter human trafficking activities preferably working with USAID or other donor agencies or government of Nepal is required.
  • Experience in leading, or serving as a senior technical expert in human rights/counter-trafficking advocacy work is required. 
  • Excellent English language oral and written communication skills.

This position is restricted to Nepali citizens only. 

The selected candidate will be requested to submit writing samples in English and furnish three professional references.
