The Accelerating Public and Private Investment in Infrastructure Component (APPIIC) of the UKAID funded Accelerating Investment in Infrastructure in Nepal (AIIN) programme is managed by IMC Worldwide: A DT Global Company. The UK Government’s Department for International Development through APPIIC supports the easing of constraints that impede investment in infrastructure and Investment Board of Nepal (IBN) in investment promotion, project development and the implementation of private and public infrastructure projects.

Line Manager: CEO

LOE: Full-time from appointment from December 2021 onwards to 31st March 2023

Scope of Work:

His/her responsibilities will be to undertake and lead the social appraisal of projects’ and support their development to a state of agreed viability with minimal social disturbances within IBN. In particular, he/she will carry out within their scope of work the following tasks:

  • Conduct social appraisal of projects, including their costs, benefits and risks
  • Assist IBN by providing an understanding of the social implications of the business case (an iterative process)
  • Provide information on best social practices in infrastructure sector specifically hydro projects
  • Interact with the developers, GoN officials and the local community (including their leaders and representatives) to understand their aspirations, envisaged problems etc. and craft a structure for a win – win proposition. 
  • Lead the development of resettlement action plan (RAP)
  • Communicate, coordinate and provide support to IBN’s other business units
  • Perform any other relevant and instructed activities by the CEO

Deliverables: 

  • The Consultant will deliver a presentation related to each project appraised /under development from a social perspective that summarizes the key findings and either dismisses a project based on the social resistance, supports development opportunities for a given project, or recommends it for endorsement indicating the mitigative strategies to be adopted. 
  • Inputs as appropriate to OIBN’s and APPIIC’s internal and external monthly, quarterly, six-monthly/annual reporting requirements. This will also include writing guidelines, manuals, ToRs for engaging specialized experts/ agencies etc. related to social work. 

Required Qualifications and Experience:

  • Preferably full time (2 years) Master’s degree in Social Sciences or equivalent with specialization in HR/ Social aspects with least 10 years of work experience
  • Preferably three years of working experience in a development-focused agency/authority or a private sector organization on aspects related to land acquisition in Nepal.
  • Proven understanding of Acts, Regulations and Guidelines related to Social Sectors and having cross cutting knowledge of environmental issues along with monitoring and evaluation aspects.
  • Should have good drafting, preferably legalese, skills in Nepali.
  • Preference will be given to candidates who have been involved in social aspects particularly land acquisition in infrastructure sector.
  • Proven experience in undertaking research and related publication
  • Proven experience in conducting training and event management
  • IT software proficiency (MS Word, Excel and PowerPoint) with good report-writing and presentation skills.
  • Excellent command of written and spoken Nepali and English language

A Nepali citizen or a resident in Nepal or an individual willing to relocate to Kathmandu, having worked abroad in the infrastructure sector, will be given preference.
