Gender analysis of earthquake recovery and reconstruction program in Nuwakot district

Job Location: Nuwakot

Roles and Responsibilities:

Objectives of the assignment:

  • To take into account cultural settings and power relations based on information derived from both men’s and women’s activities and respond to the different needs and interests of men and women considering different socially determined roles, responsibilities and capacities.
  • To Promote equal access to decision-making processes and new opportunities created by Resilient Livelihood, WASH and Housing Programme  for better gender mainstreaming
  • To identify gaps, appropriate recommendation, way forward and approaches in effective, significant and better gender mainstream in Resilient Livelihood, WASH and Housing Programme.

Scope of Services, Tasks and Activities to be completed

Under the supervision of PCs of the KCDC, SSS, CARDSN and thematic leads of Oxfam, the consultant will produce a detail gender analysis report relevant for WASH, EFSVL, Shelter, DRR and Gender. The gender analysis should illustrate the scope of mainstreaming gender in each sector along with challenges, risk and provide output wise appropriate recommendation, gaps and way forward will be in place for effective gender mainstreaming of WASH, Livelihood and Housing also specific recommendation for gender stand-alone project and DRR. It also should guide the program in future strategy development.

  • As analysis report will have been in place incorporating appropriate recommendation, gaps and way forward for significant and better gender mainstream programme.
  • Prepare Checklist, questionnaire for FGD and KII separately as programme wise.
  • Lead field-level assessments of identified wards of Rural Municipality in Nuwakot.
  • Gather information from the selected communities on output wise programme of WASH, Resilient Livelihood and Housing.
  • Identification of gender responsive activities and activities with gaps on mainstreaming gender.
  • Must consider convergence and geography to have greatest impact and excellent Value for Money, whilst reaching the poorest and most marginalized in communities. This will include identifying and looking at work in more concentrated areas to attain greater efficiencies and impact in programming, monitoring and verification.

Responsibilities:

The consultant shall:

  • Prepare questionnaire, tools and identify sample areas and size in coordination with SSS, KCDC, CARDSN and OXFAM thematic leads.
  • Identify tools and methods to be used in the field based gender analysis, collect secondary dataand analyze it.
  • Analyze local and national context in Earthquake recovery and reconstruction program, prepare draft report and collect feedback from SSS, KCDC, CARDSN and Oxfam thematic leads.
  • Submit final report

  • Field assessment
  • Detail gender analysis report broken down by (20-40 pages)

Skills and Competencies

  • Master’s degree or equivalent in Gender Studies, Sociology with Gender and Feminist studies, Women’s study, social science
  • Minimum of seven  years’ experience of working in Gender Equality and Social Inclusion  
  • Have knowledge about Earthquake recovery and reconstruction program in Nepal including basic knowledge about WASH, livelihood, housing, resilience and protection
  • Knowledge of and experienced in project cycle management and well versed in logical frameworks;
  • Excellent analytical skills and prior experience of gender analysis
