General Summary and Background

The purpose of the USAID Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of US Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Assignment

The videographer will be responsible for producing short videos to support the Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) project in Nepal. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), USAID’s family planning and reproductive health program, and maternal and child health program. To support U.S. government-funded global health activities, GHSC-PSM manages a wide array of health commodity procurement services and provides related systems strengthening technical assistance encompassing all elements of a comprehensive supply chain.  GHSC-PSM seeks a videographer to showcase the Project’s approaches to strengthening electronic logistic management information system (eLMIS) in Nepal through short videos.

Approach

The videographer will liaise with a designated member of the GHSC-PSM program team to acquaint him/herself with the requirements of the assignment prior to the videography session. During the period of the contract, he/she will accompany the GHSC-PSM Communications’ Team Personnel to the following location(s):

  • Capture B roll videos and record voice-over audio that depicts USAID support to strengthen eLMIS in government’s health supply chain through GSHC-PSM. This will include visits to some health facilities (health centers, hospitals, and provincial medical stores) in Kathmandu and one of the Provinces of Nepal.
  • where USAID-funded electronic logistic management information system is used.   
  • The video graphs will capture different stories illustrating the eLMIS roadmap in Nepal along with the effective use of help desk established for eLMIS users. 

KMC manager will provide the required orientation to the videographer.  

Specific Tasks/Responsibilities 

The videographer will be responsible for capturing B roll videos illustrating multiple stories regarding eLMIS transition and use.   

Responsibilities include: 

  • Follow the script and story guideline to ensure clear and concise messaging and appropriate video work to communicate concepts, data, and narrative.
  • Capture high resolution videos in required format. 
  • Obtain consent (Project team will provide form). The videographer must secure written consent from photography subjects. Consent is not needed in the following instances:

                  1. Non-recognizable individuals in public (faces and all other identifying features are obscured)

                  2. Public figures in public (e.g. celebrities, Ministers of Health at campaign launches)

  • Use own high-quality audio-visual equipment
  • Work collaboratively with project members. 

The videographer should be mindful of capturing a variety of workers in the supply chain performing different functions — young and old, male, and female. 

Required Skills and Experience

  • Experience illustrating diverse themes and producing a variety of desirable videos
  • Ability to record, produce, and edit as part of the video character or narrator voice(s).
  • Experience operating professional digital videography equipment.
  • Cultural sensitivity and diplomatic skills.
  • Journalism or communications background desirable.
  • English language fluency; local language capability desired.
  • Experience or ability to effectively incorporate USAID branding 

Timing and Duration

  • For total eight short videos and one compiled video documentation and postproduction work for about 20 days within the period of the contract from June 7 to 30, 2022.

Deliverables

  • Preliminary video edits for one or more rounds of feedback and revisions before final sign-off and approval
  • Final eight videos of 1-2 minutes length and one compiled video 
  • The final product should be compatible to different media platforms 
  • Produced fully in Nepal and English versions with a Nepali male/female voice and subtitle. 
  • Final product to be delivered in a digital compatible version.

All the logistics will be managed by the project.
