Role overview

1. CONTEXT

Voluntary Services Overseas (VSO) Nepal along with Handicap International (HI) is implementing the Foreign, Commonwealth and Development Office (FCDO) funded ENGAGE project envisions a world where even severely marginalized out of school girls and girls with disabilities are empowered through education to make informed life choices, contribute to family decisions and confidently pursue their own economic opportunities in the seven municipalities of three districts Parsa, Sarlahi and Banke from 2018. In a nutshell, the overall objective of the four-year project is to empower 10-19 aged girls with disabilities and girls from the most marginalized communities and families by providing formal, non-formal education, daily living skills and Technical and Vocational Education and Training (TVET). The project has been quite successful in making changes in the lives of 2525 out-of-school marginalized girls among which 275 are primary actors with disabilities and 51 have intellectual/deveopmental disabilities. The project has also supported children with more severe intellectual/developmental disabilities through their parents and caregivers.

The project’s key immediate outputs are as follows:

Output 1: Transition to formal school and sustainable livelihood

Output 3: Inclusive Learning Environment
Output 4: System Strengthening, Policy Advocacy and Sustainability
Output 5: Program Support

2. Background

Girls and Inclusive Education Network (GIEN) is project’s strategic approach to support Nepal Government’s aim towards inclusive and equitable access to education, especially for marginalised girls. The major aim of network is to work together with the government and communities to promote girls’ right to education, life skills and livelihood through creation of enabling environments at family, communities, and schools. Within the structure, consultant/expert will work with and support the CEHRD for the formulation/drafting and presentation of strategic plan and outcomes related to the GIEN intervention.

Therefore, to support and work with CEHRD, ENGAGE project is looking for a consultant/expert who have excellent knowledge and experience in Disability Inclusive Education to draft/produce of strategic plan within the structure and support closely work with CEHRD.

3. Scope of Work

Based on the background mentioned above, the consultant will be recruited who will be responsible for the research, study, writing, presentation and final of the Disability Inclusive Strategy for GIEN strategy together working with multiple stakeholders including CEHRD/MOEST, Ministry of Women, Children & Social Welfare and other education entities.

Skills, qualifications and experience

4. CONSULTANT’S PROFILE

The consultant or expert can be from an academic institution, research firm or individual consultant and will be responsible for ensuring all deliverables are provided timely and according to the standards set in this Terms of Reference (ToR). This person will also ensure all communication with CEHRD/VSO Nepal office and will be solely responsible for fulfilling all the tasks as specified in the ToR. The expected qualifications and competencies required for the lead consultant include:

a) Master’s Degree in Education, Gender, Inclusive Education, Disability, Social Sciences or related discipline;

b) Demonstrated experience in developing/drafting policies and plan in disability and inclusion

c) Leadership role for envisioning and strategic plan of disability and inclusive education

d) Ability to provide technical assistance to government agencies to promote their leadership in promotion and operationalization of policies

e) Coordinate with CEHRD/MoEST for their active engagement to strengthen, formulation and sustain Disability Inclusive strategy

f) Coordinate with different development partners and CSOs in consolidating their collective voices to disability inclusive education

g) Demonstrate girls and disability inclusive education agenda in higher level and education groups

h) Provide policy insights to government agencies for promoting agenda of disability inclusive education through GIEN network and beyond

i) Prior knowledge and extensive experience in the field of Inclusive Education, Gender and intellectual/developmental disability is required;

j) Develop the Plan of disability inclusive strategy for their institutionalization, operationalization, and sustainability

k) Prepare disability inclusive education indicators in higher level operationalization, and sustainability to foster GIEN’s institutionalization and their sustainability.

l) Technical facilitation, coordination, and collaboration with the networks and three tires of govt.

  • Cover Letter, including financial proposal and technical Proposal - A brief concept note highlighting the methodological design including work plan, and quality assurance mechanisms.

7. DELIVERABLE

Deliverable 1: Study, review of guidelines, policies, existing legal documents, wider institutional discussion, desk review of networks, develop and finalize content to be incorporated in the strategy to support ECHRD in line with Disability Inclusive Strategy/education.

Deliverable 2: Write out, documentation, technical facilitation, formulation and presentation/submission of final copy of strategy to CEHRD.
