Kathmandu University-Integrated Rural Development Project (KU-IRDP) is a project funded by the government of the Republic of Korea. It is jointly managed by Kathmandu University (KU) Nepal and Korea International Cooperation Agency (KOICA), Korea. Kathmandu University has formally established Nepal Technology Innovation Center (NTIC) as an entity in Nepal as a major milestone of "Integrated Rural Development of Nepal through Strengthening Research and Development capacity of Kathmandu University." 

The main objectives of IRDP/NTIC are: 

• Contribute for integrated rural development of Nepal by strengthening research and development capacity of Kathmandu University. 
• Promote technology innovation for improving quality of life and income status of people in rural communities in Nepal mainly in the fields of Agriculture & Rural Development, Alternative and Renewable Energy and Health related Livelihood. 

Smart Health program is one of the major components of IRDP/NTIC. The program has two parts: 

• Development of digital health platform and 
• Capacity in Nepal to improve quality of care and facilitate health research in Nepal (including biomedical) 

The program aims to achieve these through the establishment of a smart-health lab and research network. The smart-health lab is envisioned to adopt existing tools, develop and implement smart health platforms, which will be as per international standards. 

Scope of work: 

The scope of work includes amongst others, the following tasks. It will be completed using a combination of desk reviews, interviews with key stakeholders and field visits and discussions with experts in the KU IRDP/NTIC team. 

Part 1: Baseline / Context Analysis: 

• Carry out mapping exercise of existing digital health tools and platform being used in Nepal from government sector, private sector, development partners and academia (including but not limited to EMR/EHRs, mHealth platforms, health data analytics platform, bioinformatics tools) 
• Review soundness of digital health platforms and tools (use of health data standards or terminologies, interoperability approaches etc.) 
• Identification of challenges existing tools and platforms (Most popular used) 
• Identification of tools that can be utilized to create Health Technology Stack utilizing SMART-ON-FHIR or similar approach. 
• Identification of key stakeholders 
• Identify readiness of stakeholders (specifically academia) to participate on health research networks 

Part 2: Development of Plan for Smart-Health platform development using enterprise architecture approach or alternative tools. 

• Collaborate with IRDP/NTIC team and key stakeholders on developing plan for proposed Smart-health platform and biomedical research database 
• Identify gaps in software, hardware and HR requirements to develop, maintain and implement proposed systems. 
• Contribute in developing system development and implementation monitoring plan. 

Qualifications and Experiences: 

• A university degree or equivalent experience in health/biomedical informatics, computer science, health/hospital administration, public health with related field experience 
• Minimum of 3 years of work experience in Digital Health. 
• Minimum of 3 Years of experience in supporting design and rollout of digital health platforms with health data and exchange standards. 
• Experience in international best practices in digital health 

Core Technical Competencies: 

• Experience in working with HL7 FHIR and SMART-ON-FHIR and other standard medical terminologies/Ontologies 
• Experience with common data models and distributed analytical networks for health research 
• Familiar with Health and other policies which have impact on Digital Health 
• Designing and rolling-out digital health platform (beyond EHR) 
• Experiences in knowledge graphs is desirable 
• Good communication skills

Duration of Contract: 2 Months 7 days (+/- 3 days)
