The consultant or consultant team can be from an academic institution, research firm, consultancy services or individual consultant.  A consultant or team will be responsible for ensuring all deliverables are provided timely and according to the standards set in this Terms of Reference (ToR). This person will also ensure all communication with ACNS and ACCS and HI Nepal and will be solely responsible for fulfilling all the tasks as specified in the ToR. The expected qualifications and competencies required for the consultant and team include:

• Master’s degree in Education, Inclusive Education, Disability, Social Sciences or related discipline; 
• Minimum five years’ experience in facilitating training to educational personnel, school teachers and resource teachers; 
• Demonstrated experience in developing training curriculum/manual and IE model will be an assets 
• Prior knowledge and extensive experience in the field of Inclusive Education, accessibility and disability inclusion is required;  
• In-depth knowledge of current national and international policies; strategies; acts and commitments related to Inclusive Education and Disability.
• Ability to effectively coordinate and liaise with government stakeholders and excellent counselling and facilitation skill is highly preferred. 
• Efficiency in writing both English and Nepali and articulation and presentation skills
