USAID’s Strengthening Systems for Better Health (SSBH) Activity is a 6-year project aimed at improving health outcomes in Nepal, particularly for the most marginalized and disadvantaged groups in the country. SSBH supports the Government of Nepal’s efforts to expand access to and use of quality maternal, newborn and child health and family planning services, with a specific focus on newborn care and is designed to achieve three major outcomes:
(i) improving access to and utilization of equitable healthcare services,
(ii) improving the quality of health services at facility and community levels and
(iii) improving health systems governance, within the context of federalism.
The project is implemented in close collaboration with the Ministry of Health and Population at federal level and with provincial and municipal governments, health facilities and other key health sector stakeholders at sub-national levels.

Background of the Assignment:
Only a functional and strengthened health system can effectively respond the epidemic, disaster and health emergency. The Activity supported Karnali and Lumbini Province MoSDs to incorporate emergency response-related strategies into their Health Policies and Acts. Similarly, the Activity facilitated the incorporation of strategic provisions for emergency response into the new Health Policies and Acts in 22 municipalities. These provisions provide municipalities with policy tools and the legal mandate to systematically plan and carry out emergency preparedness and response activities, and initiate health emergency contingency plans accordingly. This was an especially important intervention in light of the current pandemic-related health emergency.
The Activity team will continue to support municipalities in finalizing their Health Policies and Acts, ensuring that provisions for disaster and health emergency preparedness and response strategies are well incorporated in health policies. The SSBH district-based multidisciplinary teams will also be engaged with selected disaster and outbreak-prone municipalities to design and develop (and implement) municipal-level disaster preparedness and response plans, together with the Activity’s COVID-19 response team members. These joint preparedness activities will include strengthening local-level Rapid Response Teams, facilitating the positioning of buffer stocks of necessary medical and other supplies, identifying and mobilizing resources from all other implementing partners in the area, organizing volunteer teams, and developing communication mechanism to coordinate with Provincial Health Emergency Operation Centres (PHEOCs) during emergencies.
Purpose of the Assignment:
The overall purpose of this assignment is to provide consultancy services to SSBH Activity in drafting and finalization of the Municipal level Disaster and Emergency Preparedness & Response plan for selected (2-3) municipalities. The consultant will work under the direct supervision of the Activity’s Provincial Team Lead in close consultation with other technical team members of the Activity.
