Terms of Reference for consultancy to develop 5 years strategic plan for Everest Club Dailekh

Objectives:

  • The overall objective of this consultancy is to develop a five-year Strategic Plan of Everest Club Dailekh.

Scope of Work:

The scope of work for the Consultant will include but not be limited to:

  1. Review the vision and mission of EC Dailekh
  2. Undertake stakeholder mapping and analysis
  3. Current situation analysis of EC’s operations to date
  4. Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same
  5. Review the institutional capacity, organizational set-up, financial and administrative systems of EC Dailekh and the identified strategic objectives and key result areas; and make recommendations, if any
  6. Identify the key strategies for achieving the strategic objectives and key results
  7. Finalize Strategic plan and submit to EC Dailekh

Deliverables:

The consultant will provide the following deliverables:

i. An Analyzed Framework based on these Terms of Reference 
ii. A summary assessment report
iii. A strategic plan workshop agenda and facilitation plan 
iv. A strategic plan document including: 

  • Executive summary 
  • Background 
  • Internal and External analysis 
  • Strategic priorities 
  • Metrics to assess progress made in the attainment of these strategic priorities 
  • Strategic plan 

Time Span:

  • This assignment is expected to be carried out for a period of 15 man-days, while contract duration can extend over a longer period.

Institutional Arrangements:

  • The Consultant will report directly to the Chairperson/Executive Director of EC Dailekh. EC will provide relevant background documents necessary for the assignment. The EC shall be responsible for the coordination of planning workshops, meetings and other activities under the Consultancy.

Expertise:

i. Academic Qualifications

  • At least Master’s Degree

ii. Experience, Skills, and Competencies:

  • At least five years’ professional experience in strategic planning and management
  • Demonstrated experience in working with non-governmental organizations and other stakeholders 
  • Ability to work with minimal supervision
  • High level is written and oral communications skills in English
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity
  • Demonstrate excellent interpersonal and professional skills 
  • Skills in facilitation of stakeholder engagements/workshops
  • Evidence of having undertaken similar assignments
  • Experience in research, capacity development, policy development, management and programming-related work
