GRAPE II is a joint Nepali-German Project under the guidance of the Ministry of Land Management, Cooperatives and Poverty Alleviation (MoLCPA), Government of Nepal, with Technical Assistance by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The overall objective of the Project is to strengthen gender-equitable and climate-resilient economic development in Nepal.

The Component Manager will coordinate the activities on economic governance in close collaboration with partners and stakeholders. These include:

  • Strengthening of institutional capacities for gender-responsive and climate-resilient planning and budgeting at municipal and provincial levels.
  • Supporting municipalities in developing and implementing participatory local economic development plans with a focus on gender equality and climate resilience.
  • Organizing the implementation of Business Climate Surveys and certification processes
  • Promoting the setting up of public-private dialogue forums to enable effective exchange and collaboration.
  • Fostering and supporting Communities of Practice to encourage knowledge sharing and collaboration among municipalities.
  • Setting up and institutionalizing business development support programmes.

Position: Component Manager for Economic Governance

Responsibilities

  • Component lead: Lead the component on Local Economic Governance in accordance with project objectives, partner agreements, and team directives. Maintain accountability for project deliverables and outcomes.
  • Team Leadership: Guide and mentor team members in line with GIZ’s principles of cooperation and leadership, fostering an inclusive and results-driven work culture.
  • Strategic Advisory and Partnership Management: Provide expert advice to partners and maintain active collaboration with key stakeholders, enhancing partnerships that support sustainable private sector development.
  • Drive Innovation and Knowledge Sharing: Lead knowledge management initiatives, promoting innovative practices and communicating key developments and insights to a broad, diverse audience.
  • Results-Based Management and Learning: Embed project results and lessons learned into team processes and broader organizational practices, supporting continuous improvement across relevant groups.
  • Technical Support and Backstopping: Provide technical guidance for the implementation of project activities as well as new initiatives.

Required Qualifications and Experience

Educational Qualifications:

  • Master’s degree in social science, politics, economics, international development, or a related field.

Professional Experience:

  • At least 7 years of professional experience in a comparable position
  • Experience in establishing and facilitating collaborations with stakeholders including ministries, municipalities, private sectors, CSOs and development partners
  • Demonstrated expertise in local economic development with a focus on gender- responsive and climate-resilient strategies.
  • Proven track record in facilitating public-private dialogues and strengthening local governance.
  • Strong expertise in gender-transformative approaches to economic development, organizational development and in fostering and supporting communities of practice (COP)
  • Excellent knowledge of computer, including MS Office (Word, Excel, mail, and PowerPoint)​

Required Skills and Competencies

  • Excellent interpersonal, communication, and negotiation skills to foster partnerships and stakeholder collaboration.
  • Strategic thinking with a demonstrated ability to design scalable and impactful solutions for innovation and sustainable development.
  • Strong technical and analytical skills to provide expert guidance on risk management, impact monitoring, and climate resilience.
  • Ability to share knowledge effectively and apply lessons learned for program improvement.
