We are seeking a highly skilled and motivated Company Representative / Public Relations Officer (PRO) to be the key liaison between our recruitment agency and government entities, particularly those related to Nepali labor migration. The ideal candidate will possess a deep, demonstrable understanding of Nepalese labor law and have a proven ability to build and maintain strong government relations. This role is crucial for ensuring our compliance, smooth operations, and positive reputation within the industry and the government sector.

Key Responsibilities

1. Government Relations and Compliance (Core Focus)

Establish and Maintain Relations: Proactively build, nurture, and maintain strong working relationships with key government officials and departments, including the Department of Foreign Employment (DoFE), the Ministry of Labour, Employment and Social Security (MoLESS), and other relevant regulatory bodies in Nepal.
Regulatory Compliance: Ensure the company's full, continuous compliance with all current Nepalese labor laws, foreign employment acts, rules, and regulations, with a special emphasis on the legal procedures for recruiting and deploying workers to foreign countries.
Liaison and Documentation: Act as the primary point of contact for all government-related communications, inquiries, inspections, and licensing renewals. Prepare, submit, and track all necessary legal documents, permits, and licenses required for the recruitment operations.
Issue Resolution: Effectively manage and resolve any government, legal, or regulatory challenges or discrepancies that may arise, utilizing a collaborative and legally sound approach.
Policy Monitoring: Continuously monitor and report on changes, updates, or proposed amendments to Nepalese labor and foreign employment laws that may impact the company's operations or strategy.

2. Company Representation and Public Relations

Official Representation: Represent the company in a professional and highly ethical manner during all official government meetings, legal proceedings, hearings, and regulatory visits.
Event Management: Plan, coordinate, and represent the company at industry events, job fairs, seminars, and government-organized ceremonies or consultations to enhance the company's visibility and reputation.
Stakeholder Communication: Develop and distribute official communication materials (press releases, official letters, etc.) regarding company activities, compliance achievements, or responses to legal/regulatory updates.
Reputation Management: Proactively manage the company's public image, ensuring all external communications reflect professionalism, integrity, and commitment to ethical recruitment practices.

3. Internal Support and Consultation

Legal Guidance: Provide internal consultation and guidance to the management and operations teams on Nepalese labor law, recruitment policies, and regulatory requirements.
Training: Assist in developing and conducting training sessions for internal staff to ensure they are aware of and compliant with legal and regulatory mandates.

Required Experience:More than 5 years

Education: Bachelor’s degree.
Experience: Minimum of 5years of experience in a PRO, Liaison, or similar role within the recruitment/manpower industry, or a related sector requiring extensive government interaction.
Government Relations Skills: Demonstrated ability to establish, cultivate, and sustain strong, positive, and productive relationships with high-level government and regulatory officials.
Communication: Excellent verbal and written communication skills in both Nepali and English (required for drafting legal and official documents).
Professionalism: High degree of professionalism, integrity, diplomacy, and ethical conduct.
Problem-Solving: Proven ability to navigate and resolve complex regulatory and bureaucratic challenges efficiently and legally.
Ethical Mindset: A strong personal commitment to ethical labor practices and migrant worker rights is essential.
