Co-Team Leader

Financial Sector Stability Programme (FSSP) is a Technical Assistance program funded by Foreign, Commonwealth & Development Office (FCDO) UK, aimed at improving financial sector resilience and supporting financial sector development.

FSSP works with financial sector stakeholders such as the Ministry of Finance (MoF), Nepal Rastra Bank (NRB), Nepal Infrastructure Bank Limited (NIFRA), State-owned banks and Securities Board of Nepal (SEBON), among others. The programme is being implemented by PricewaterhouseCoopers Private Limited (PwC) and the current mandate of the programme is up to March 2022 with possible extension till March 2023.

Other Specification
  • An advanced University Degree in Business Administration, Economics, Finance or related discipline with at least 15 years of practical experience in managing large scale TA projects in collaboration with government ministries and departments, and financial sector stakeholders.
  • Prior experience of working with the World Bank, NRB, MoF, National Planning Commission and development partners, would be an asset.  
  • Possess strong understanding of Nepal’s financial sector landscape, applicable legislations (including the Financial Sector Development Strategy)
  • Should be well acquainted with various areas in financial sector including capital market, green finance, cross border power trade and IT system strengthening 
  • Strong leadership, strategic planning, analytical and organizational skills with proven track record in delivering consistent results in managing high value projects. 
  • Pro-active multitasker, excellent communicator and competent to work in a dynamic environment(s) with fluency in written and spoken English. 
  • Demonstrated experience working effectively with diverse teams and building partnerships.  

Note: This is a full-time position to be contracted initially till March 2022, with possibility of extension till March 2023


Job Description

Technical Leadership

  • Overall strategic and technical leadership of the programme across all thematic areas which include (a) climate finance, (b) capital market development, (c) cross border power trade, (d) strengthening cyber security framework and (e) operationalization of Supervisory Information System (SIS) along with development of effective delivery model, results framework and work plans
  • Ensure quality across programme activities with overall responsibility for ensuring programme outputs and outcomes
  • Provide advice and technical support on programme strategy, policy and activities, which contribute to enhanced programme outcomes and impact  
  • Identify strategic and reform-oriented interventions for the programme
  • Assess potential risks, and devise risk mitigation measures and responsive solutions to prevent/ de-escalate contingencies that may negatively impact the programme’s results and outcomes 
  • Ensure cross-cutting themes (gender equality and social inclusion, value for money and environment and climate change) are effectively mainstreamed in programme activities
  • Team & Operational Leadership
  • Effective leadership of the programme team including thematic leads and technical experts
  • Efficient, timely and effective implementation of activities and oversee effective delivery

Stakeholder Engagement

  • Establish and lead a strong working relationship with the FCDO SRO, Economic Advisor and other relevant counterparts in FCDO and Development Partners in Nepal. 
  • Establish strong collaboration with all the major project stakeholders such as NRB, SEBON, MoF, BFIs and other relevant ministries and departments.
