BACKGROUND:

LISP, a programme implemented by DT Global UK, is positioned to deliver a paradigm shift in local infrastructure delivery in Nepal, demonstrating the power of well-supported, accountable, and responsive local governance. LISP’s overarching goal is to enhance the legitimacy of Local Governments (LGs) by empowering them to deliver infrastructure services demanded by their communities. This programme posits that with improved planning, prioritization, and execution, LGs can achieve better development outcomes. Furthermore, support from development partners can accelerate these improvements, fostering a sustainable path forward for infrastructure investments and delivery.

LISP-DT Global invites expressions of interest from qualified individuals for the position of Cluster Procurement and Public Financial Management Officer. This role provides an opportunity to engage in public financial management, fiduciary risk mitigation, and local infrastructure governance, contributing to building capacity at the local level and ensuring sustainable development outcomes.

The position will be field-based, working with LGs and in the cluster offices defined by LISP-DT Global in different districts of Karnali and Lumbini Province. The Officers must be willing to work in remote areas.

Key Responsibilities:

  • Support LGs in PPFM activities and LISP infrastructure investments.
  • Assist LGs with planning, budgeting, procurement, reporting, and audit resolutions.
  • Assist LGs in implementing Fiduciary Risk Management/Improvement Plan (FRMIP). recommendations and mitigating fiduciary risks.
  • Facilitate PPFM capacity building to LGs as per plan.
  • Review Financial Management (Monitoring) Report (FMRs), verify expenditures, and report to the Provincial PPFM Manager.
  • Provide Technical Assistance (TA) Support to LGs on PFM, project delivery, and infrastructure asset inventory updates.
  • Coordinate evidence-based, inclusive infrastructure planning and asset management.
  • Establish coordination mechanisms among LISP-implemented LGs.
  • Perform other PPFM-related tasks as per detailed TOR.

Minimum Requirements:

  • Master's degree in accounting/ finance (MBA/ MBS, or equivalent) with 2+ years of experience in PFM, Public Procurement, compliance, and assurance in government, or donor-funded projects, INGOs, or NGOs. OR Bachelor's degree in accounting/ finance (BBA/BBS, or equivalent) with 3+ years of experience in the PFM, Public Procurement, compliance, and assurance in government or donor-funded projects, INGOs, or NGOs.
  • Professional qualifications (CA, CPA, ACCA, or PFM/CIPFA certification) or semi-qualified with relevant experience will be an added advantage.
  • Proven experience in public financial management and procurement.
  • Excellent communication and teamwork abilities.
  • Proficiency in written and spoken Nepali and English.
  • Familiarity with local languages and cultural contexts is an advantage.
