The new five-year Feed the Future Nepal USAID Agricultural Transformation (“USAID Agricultural Transformation”) aims to catalyze transformation of Nepal’s agricultural sector required for long term inclusive economic growth. USAID Agricultural Transformation is implemented by Winrock International (prime) in collaboration with Center for Environmental and Agricultural Policy Research, Extension and Development (CEAPRED), Forum for Rural Welfare and Agricultural Reform for Development (FORWARD), CrossBoundary, Banyan Global, and the Institute for Integrated Development Studies (IIDS). USAID Agricultural Transformation’s working area will include 26 districts across six provinces, with the goal to reach more than 500,000 farmers. 

Building on successful Feed the Future (FTF) investments in Nepal, USAID Agricultural Transformation will apply a refined evidence-based market systems development approach that empowers Nepali private and public actors to identify, design, implement, and own solutions that address root causes of market inefficiencies across five target value chains (fine rice, industrial maize, lentils, high-value vegetables, and goat) through four interrelated objectives:

Objective 1: Agricultural productivity, competitiveness, and diversification increased 
Objective 2: Enabling environment for private sector investment in agriculture and equitable access to market systems improved 
Objective 3: 
Climate and economic resilience of women, youth, and marginalized communities enhanced 
Objective 4: 
Capacity of national agricultural research institutions and extension systems strengthened.

Job Description

Background

The USAID/Nepal-funded KISAN II project is improving food security in twenty Hill and Terai districts in the Western, Mid-Western and Far-Western regions of the country and four districts in the Central region. The purpose of the project is to increase resilience, inclusiveness, and sustainability of income growth in the Feed the Future Zone of Influence. KISAN II will help lead firms, input suppliers, and private sector change agents catalyze agricultural productivity, competitive market systems, a stronger enabling environment, and business and literacy skills for households in two Zones of Influence.

Position Description:

This position requires work related to administrative, financial, monitoring and evaluation, database, logistic management to the cluster. S/He will work under the overall supervision of Cluster Business Manager, direct functional supervision of Admin and Finance Manager and in coordination with the Finance Officer, central, regional and district teams, ensuring compliance with USAID's KISANII, Winrock International and CEAPRED Personnel and Administration Rules along with being a familiar in relevant Nepalese laws and regulations.

Essential Responsibilities: 

Accounting and Auditing

  • Prepare all vouchers as per double entry system after reviewing the receipts, travel bills, travel order, date and other supporting documents submitted by the project personnel
  • Reviewing the recording of obligations & payments against allotments issued and handling petty cash updated and reporting to Cluster Manager and CEAPRED central office about program and administrative expenses
  • Process cash and bank payments complying with Project procedures
  • Ensuring monthly routine disbursement of salaries, rent, utilities, supplies, electricity, telephones, internet, and others are made properly
  • Monthly reconcile the bank and cash accounts managed by CEAPRED in cluster/district offices
  • Deduction of TDS and deposit to IRD or related offices as per Income Tax Act of Nepal and update E-TDS accordingly
  • Keep all transactions up-to-date on ledger book; excel sheet and other computerized accounting system, if available
  • Review and ensure the staff Advances and timely settlement of the documents.

Financial Reporting

  • Submit monthly consolidated financial report (prescribed formats) with advance details sheet, bank reconciliation and cash verification sheet, original bills and voucher to the Center
  • Assist to Finance Officer, Admin./Logistic Officer to update and consolidate the financial reports and to report to admin & finance manager
  • Prepare Cash Forecast and co-ordinate with AFM/FO at Centre for internal fund transfer between Cluster/District and Centre Office.

Logistics Management

  • Follow the procurement procedures as mentioned in Project guidelines
  • Ensure the maintenance of vehicle log book, motorbike log book, telephone log book, assets maintenance log book on monthly basis
  • Prepare and update Inventory record book regularly
  • Conduct the physical verification of all expendable and non-expandable items and supplies at least twice a year and submit the report to the Center
  • Preliminary arrangement of Venue, Room, location, site and other essential materials; stationeries to organize Workshops, seminar and trainings etc.
  • Properly process all procurement transactions in accordance to CEAPRED/KISAN II project rules and regulations, identifying source and gather bids/proposals/quotations for procurement/logistics
  • Responsible to safeguard of fixed assets and valuable materials and update its record

Others

  • Maintain confidentiality of all official matters and files
  • Provide support to M & E team for meeting the requirement of KISAN II
  • Perform other duties as assigned by Regional Director and/or the central team
  • Monitor and supervise the fields, conduct financial monitoring and submit the monitoring reports with identified measures to improve the financial management system by coordination with Cluster Business Manager & Admin and Finance Manager
  • Conduct other financial & administration duties as assigned by AFM
  • Responsible to Admin & Finance Manager & HR in terms of administration and finance; HR matters
