Job Description

The Chief of Party (COP) is responsible for the delivery, performance and management of the KPIF in Nepal. S/he has the overall responsibility for ensuring: (1) a high quality program is delivered and performance targets are met; (2) contractual obligations, including effective budget management, are met in a timely and cost-effective manner; (3) sub-grants to the sub-recipients are well managed; (4) Save the Children, as PR, performs as an excellent partner with other stakeholders in Nepal and with the donor i.e. PEPFAR; (5) the impact of the program on the health outcomes of KPs is clearly tracked; and (6) that the KPIF interventions are appropriately integrated within the overall Save the Children Nepal Country Program and Strategy. The incumbent has significant representational responsibilities toward the PEPFAR, key government, UN and non-governmental stakeholders.

Term and Location: Fixed term from January 2017 - December 2020 based in Kathmandu

Required Background and Experience, Skills and Behaviors

  • Master’s degree in Public Health required. Medical degree (MD) plus Master’s degree in management or related field is highly preferred;
  • Minimum of 7-10 years of experience in international development/humanitarian work, with a minimum of 5 years’ experience in a senior level technical advisor and leadership position with significant supervisory responsibility and working with key population groups;
  • Typically requires 8+ years of project management experience especially the experience with PEPFAR program management;
  • At least 8 years of demonstrated key population group technical expertise, with substantial HIV prevention, care, and treatment experience with men who have sex with men and transgender individuals;
  • Proven skills in the implementation of HIV prevention, care, and treatment projects for KPs in the region;
  • Knowledge of processes for developing and implementing the South Asia region;
  • Understands the HIV-related needs of key population groups in the South Asia region, including men who have sex with men and transgender individuals, sex workers, PWID, migrants and prisoners and has worked to support and implement activities to reduce stigma and discrimination;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in the South Asia region;
  • Experience working with civil society organizations to plan and implement HIV and/or health-related activities;
  • At least 5 years of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups;
  • Related experience with operating in insecure environments;
  • A proven track record of managing large, complex, multi-partner programs, with PEPFAR experience required;
  • Knowledge and understanding of theories, concepts and approaches relevant to HIV and key populations:
  • Demonstrated experience in financial and grants management, including sub-grant management, and budget and procurement control;
  • Experience in monitoring and evaluation preferred;
  • Excellent skills in report writing and proposal development;
  • Proven experience of security management;
  • Experience in, and in depth knowledge of Nepal, of advantage.
