Core Competency

  • First University Degree in Engineering, Social Science, Education, Health or any related discipline 
  • Minimum Five years of experience on Sanitation working with international agencies or in national organisations in collaboration or partnership with the international organisations
  • Experience on SSH4A is a plus 
  • Skills on using different tools and process including Advisory tools and Local Capacity Builder tools
  • Well versed with total sanitation indicators, process and methodologies and have knowledge and experience on ODF reverification process
  • Good knowledge and experience on working with multiple actors including sectoral and cross sectoral actors, private sectors, local capacity builders and targeted population
  • Have fair knowledge on faecal Sludge management and other urban sanitation issues and growing demand of peri urban and urban contexts

Job Description

Project Summary
SNV’s Sustainable Sanitation and Hygiene for All (SSH4A) programme aims to accelerate progress in sanitation and hygiene by strengthening capacity of local governments, private sector and other local stakeholders for more effective service delivery in rural sanitation in their respective districts as well as to capacitate the local authority and change agents to ensure environmentally safe handling of Faecal sludge and urban pollution in small town and peri urban contexts. 
SSH4A- funded by Civil Society WASH Fund from DFAT, Australia covers 8 districts including Jumla, Kalikot, Dolpa, Rukum, Rolpa, Salyan, Mahottari and Sarlahi. The AA is responsible for the SSH4A activities in three districts (Jumla, Kalikot and Dolpa) in Karnali and is based in Jumla. He will be equally responsible for urban sanitation activities in some small towns which are decided soon.

Overview of the Position
The Associate Advisor (AA) is responsible for strengthening the capacity of change agents (sectoral and X-sectoral line agencies) and Local Capacity Builders. The AA is responsible to create an enabling environment through qualitative Advisory service on introducing, implementing and replicating Sustainable Sanitation and Hygiene for all approach on total sanitation contexts. He is accountable to provide the tools, approach and methodologies to set new milestones beyond the ODF or post ODF contexts. The Advisor possess knowledge on urban sanitation issues specially on Faecal sludge management and  public latrine management and have experiences on mobilising and or working with private sectors on sanitation. The Associate Advisor demonstrate enormous experiences and capacity on driving sanitation and is well versed on total sanitation process, indicators and actions and is highly determined to work in difficult contexts while delivering the results with quality.  

Key Responsibilities

Project Activity management

  • Delivers and holds responsibility of project implementation 
  • Responsible for internal planning, monitoring and reporting
  • Manages LCB's and monitor their deliverables and results
  • Ensures and monitor progress of project activities and proposes appropriate actions
  • Manage different stakeholders at sub-national level and represent accordingly

Knowledge and Network Development and Management

  • Ensure full synthesis, analysis and documentation and sharing of project insights and results, signal potential for positioning, innovation, upscaling and potential follow up projects   
  • Contribute to internal and external knowledge development 
  • Prepare evidence based cases and learning to contribute to knowledge development

Specific Project Implementation Related Deliverables

  • Ensure the project deliverables targeted to this year is achieved with quality
  • Progress report is produced monthly, quarterly and six monthly basis 
  • Evidences of progress is collected, stored and submitted properly
  • Support and guide the LCBs to implement the activities agreed in work plan and monitor whether the quality criteria is followed accordingly; Monitor the project progress in regular basis and mentor the LCBs in any lacking and lagging 
  • Support in facilitating multi stakeholder process in district as well as in VDCs 
  • Be proactive to introduce disability issues based on the tools agreed in project and ensure the impact target also includes disability targets 
  • Perceive the impact level information (QIS system) and outcome indicators and make ensure that they are known to LCBs  also
  • Follow the Advisory and LCB toolkits , apply each tools as per the need and support PL to review and develop the tools whenever required 
  • Support and initiate Assessment, studies and researches as per the project need (RTA in urban areas, FR study for BCC, EYM survey, etc.)
  • Ensure the project progress is well correlated with the budget consumption
  • Apply corrective and suggestive measures in case of delaying, over or under expenditure scenario
  • Manage the contractual agreement, prepare P-statement and recommend for financial transaction as per the contract
